The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health.

I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.

I-TECH is seeking candidates for the role of Senior Human Resource Management Advisor (HRMA) for a 5-year USAID funding program titled Health Workforce Improvement Program (HWIP). The purpose of the HWIP is to address critical human resources challenges in Ethiopia’s health sector.

The Health Workforce Improvement Program will work with the Ministry of Health (MOH) and Ministry of Science and Higher Education (MOSHE) at the national level and their respective structures at the sub-national levels (regional, zonal and woreda levels), Higher Education Institutes (HEIs) levels that provide healthcare education at national and sub-national, and targeted health worker professional associations to improve the quality of Ethiopia’s health workforce. The focus areas of this Activity are:

1. Institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres to improve the competency of clinical health workers,

2. Improve the human resource for health management and regulation capacity of national and sub-national entities. The program will target program managers at MOH, Regional Health Bureau (RHB) and District Health Office; and faculty at HEIs, building their leadership, management and governance capacity for human resource development and management.

3. Improve the generation and utilization of evidence to inform HR planning, development and management.

The Senior HRMA will provide strategic direction and oversight for the institutionalization of HR governance structures, policies, and mechanisms required for effective management of Ethiopia’s Human Resources for Health (HRH) systems.

This will include strengthening leadership and governance; workforce performance improvement; evidence-based human resource planning, strengthening recruitment, deployment and retention practices; and health education and health workforce regulation.

The Senior Advisor is expected to strengthen human resource directorates in the MOH, Regional Health Bureaus (RHBs), and woreda (district) health offices and oversee the professionalization of HRM at different levels of the Ethiopian health system, including institutes of higher learning.

S/he ensures a comprehensive approach to human capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support.

The ideal candidate will have technical expertise and prior experience in HRH program implementation, and more specifically HRM and performance improvement, and experience networking with Government of Ethiopia and other key stakeholders.

The Senior Advisor must be skilled in working in collaboration with host country governments and partner organizations, providing strong technical oversight to staff, modeling effective technical leadership skills, communicating and networking, completing deliverables on time, and achieving results.

Key Responsibilities Include:

  • Work closely with the MOH, RHBs and Woreda leaders and teams to strengthen the capacity of existing and new HR managers to plan and manage the workforce.
  • Collaborate with and support select training schools to improve post-graduate education in HRH management.
  • Design and implement long- and short-term retention schemes that are relevant to the Ethiopian health delivery system, including strategies specifically focused on retention of health workers in rural areas.
  • Formulate cost effective and sustainable mechanisms to ensure improved
    regulation of health teaching facilities and providers in Ethiopia.
  • Work closely with the MOE, MOH, RHBs, the private sector and professional associations to strengthen the national system for health workforce licensure and regulation.
  • Build on and expand existing practices for data driven HRH planning.
  • Strengthen the staff training needs assessment system, enhancing staff management and leadership development and strengthening the link to external pre-service training.
  • Support the institutionalization of leadership, management and governance (LMG) capacity building for health leaders and managers, including overall change management processes related to improving LMG practices at decentralized levels.

    Working Environmental Conditions

    The Advisor must be available and willing to travel domestically and internationally up to 15%. The position requires participation in conference calls and internet meetings outside of business hours in order to accommodate the time difference between the country office and HQ.

    This position is contingent on award and open to both local and international candidates.

    Job Requirements

    Requirement

  • Master’s in Public Health, Health Administration or related field; and experience in complex, multi-faceted public health programs including supervision of managers, technical experts, and support staff.

  • At least 7 years of demonstrated experience on human resource management managing operational, project management or administrative duties for US Government funded projects or other internationally funded programs

  • Superb knowledge of and practical experience with health systems in Ethiopia.

  • A commitment to scholarly work and generation and dissemination of knowledge;

  • Highly skilled program manager;

  • Knowledge of monitoring and evaluation methods and health information systems;

  • Experience with budget development and management, and monitoring of fiscal systems;

  • Working knowledge of US government and other federal awards and contracts systems, to advance project progress and comply with funder directives;

  • Employee and partner relations skills, including demonstrated ability to bring together diverse professionals into a functioning, effective work team; fostering tactful, diplomatic, and culturally-appropriate communication;

  • Demonstrated ability to facilitate effective collaboration with diverse partners;

  • Fluency in English, including reading and writing and the ability to read and understand technical documents and journals and write letters, administrative, technical reports and scientific papers for publication in English language journals;

  • Successful public presentation skills;

  • Demonstrated experience working closely with government public health officials and agencies at all levels in a balanced and supportive capacity;

  • Demonstrated ability to interact with persons from a variety of professional disciplines and from different levels of society in a tactful, diplomatic, and culturally-appropriate manner;

  • Demonstrated ability to work independently, with balance between strategic leadership and attention to detail;

  • Computer skills including MS Word, PowerPoint, Excel and Outlook.

  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    Preferred Qualifications

  • Masters level strong public health and administrative skills;

  • Seven years of project management experience in Ethiopia;
