Org. Setting and ReportingThis position is located in the General Services Section, Division of Administrative, Registry, of the IRMCT Arusha Branch. Under the supervision and guidance of Chief General Services Section, Arusha Branch.
ResponsibilitiesOperational:• Manage the Arusha Branch Facilities, premises, infrastructure, equipment, and systems.
• Oversee technical and administrative work in the technical and general engineering activities in the UNIRMCT. related to construction and maintenance activities such:, building maintenance, ground maintenance, cleaning services, etc.
• Implement projects, or premises improvement projects, relating to the construction or repair of buildings, facilities, or related structures.
• Coordinate specific work projects with other sections.
• Oversee and evaluate work performed by contractors.
• Monitor and report on progress of engineering projects.
• Manage and control the units UNOE and Real Estate (building, infrastructure etc.) and ensure the accuracy of their data in Umoja.
• Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts.
Administrative:• Issue and Manage Task Orders for engineering or other related works.
• Plan, task, direct, and coordinate activities of either UN staff and/or contractor’s staff, including outsourcing type.

• Plan and design specifications for projects. Conduct site visits for assessments and draft project schedules and cost estimates for construction, repair/maintenance of facilities.
• Determine materials, dimensions, and quantities to be included in project specifications.
• Develop statements of work for contractual services.
• Oversee technically evaluating bids and proposals for construction projects.
• Identify resource requirements for his/her area of responsibility in connection with budget preparations.
• Liaise in coordination with a Chief General Services regularly with Security and Safety, Environmental, Health and Logistics Services.
• Act as FRO and provide inputs for assessment of performance levels of assigned local and international staff.
• Perform other duties as assigned by the supervisor or the Chief of Section/Unit.

Education
High school diploma or equivalent is required. Recognized and valid License of the trade (carpentry, plumbing, welding, or similar) is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in technical, administrative and the maintenance and operations of United Nations or any comparable organization facilities. is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree.
Experience in maintenance and refurbishment of premises including HVAC System, fire and safety installations, power and water supply and sanitation is required.
Knowledge of design/drafting software AutoCAD, Revitt, Sketchup, 3D Max etc. Is desirable.
Experience in international operations in a post conflict environment is desirable.
Experience in building maintenance contracts management is desirable.
Experience in construction projects management with repair/maintenance of buildings/ camps is desirable.
Languages
English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kiswahili is an advantage.
