Job DescriptionOverviewThe IRC in Ethiopia is working across the country with Somali, South Sudanese, and Eritrean refugees as well as the local community who is affected by emergencies.
The Safe Programming team works together with all other sectors, both for the refugee projects as well as the local community projects.
The Safe Programming team is responsible for protection mainstreaming and accountability. Safe Programming promotes the fundamental human rights principles of:
a) Safety, dignity and Do no harm;
b) Meaningful access;
c) Participation and empowerment; and
d) Accountability to affected populations.
IRC Ethiopia is committed to promoting these principles and contributing to the mitigation of protection risks faced by affected populations throughout our interventions.
IRC is part of the Collaborative Cash Delivery Consortium which will implement a cash intervention in the Somali Region, Liben and Korahe zone.
The IRC is assigned to lead the MEAL activities, including protection mainstreaming, for this intervention. The Safe Programming officer will take the lead conducting the necessary analysis and assessments, as well as capacity building and awareness raising activities related to protection risks related to cash programming.
IRC has developed a Safer Cash Toolkit which will be guiding the activities.
Responsibilities Deliver high quality support to the cash staff at the field office and partner staff in terms of training, capacity building and implementation
Conduct protection risk analysis, gender analysis, need assessment and other protection related assessments using Protection Mainstreaming Monitoring System (ProMMS) tools.
Conduct FGDs, KIIs and household visits while documenting the outcomes in line with pre-determined reporting templates.
Participate in baseline and end line assessments to measure results, assess the overall impact of the program
Work closely with the field staff in selection and verification beneficiary
Ensure that children, youth, women, men, older person and person with disabilities are able to participate in any decisions or interventions that affect them.
Actively engage in on site monitoring of cash distribution
Conduct and compile post distribution assessments in collaboration with the MEAL officer
Train IRC and partner cash staff on Client Responsiveness and help them to set up a client feedback and response mechanism specific to cash distribution.
Work with other stakeholder to develop and deliver appropriate community awareness raising messages in support of protection principles in the project area.
Translate or support the translation of relevant Safe Programming resources to local languages
Be informed about best practices in Safe Programming in order to develop IRC’s internal knowledge database and disseminate these lessons learned.
Ensure to invest in your own knowledge
and skills in order to train others and build their capacity, supported by IRC, training institutes and others
Be aware of, and practice the content of relevant CCD guidelines to provide overall technical guidance and tools on Safe programming
Advocate for Safe Programming and coordinate with others while sharing concerns, within and outside the organization.
Attend cash related coordination meetings with other sectors concerning safe programming within and outside of the organization
Work together with IPs and other IRC sectors to ensure the mainstreaming of protection principle in to all sectors
Any other task that might be delegated by the Safe Programming Manager.
Job Requirements
Minimum Skills and Qualification:
BSc/BA in Social Work, Sociology, Public Health, or Gender Studies, or related field
Minimum of three years/two years of relevant professional work experience for BA and MA subsequently; preferably in Protection and Rule of Law programming or Protection Mainstreaming.
Specific experience implementing safe programming across various service delivery sectors (e.g. WASH, Health, livelihood, economic Wellbeing e.t.c) is desirable.
Previous experiencing in developing and conducting trainings on related topics
Experience in participatory techniques and community mobilization
Previous experience with participatory data collection methods and project monitoring.
Previous experience in setting up feedback channels
Positive and professional attitude, with an open and consultative approach
Able to organize, maintain and prioritize work under pressure
Possess interest in and commitment to promoting fundamental human rights principles.
Ability to develop and manage activity budgets lines in compliance with donor requirements
Strong communication and interpersonal skills; demonstrated ability to successfully work in a fast paced environment, within and across departments/functions and develop positive relationships with locally and remote based staff.
Ability to communicate well in English as well as write clear and concise reports in English
Excellent computer skills in Excel and Word
Somali language proficiency will be an added advantage
NGO experience is a plus.
