International Rescue Committee Monitoring, Evaluation, Accountability and Learning Officer
The MEAL officer is part of the Health team in Addis Ababa and the primary focus of the position is to engage in Monitoring and Evaluation of Women’s Integrated Sexual Health (WISH) projects in Ethiopia.
In addition to this the officer will contributes to overall health program quality through the developing different reporting tools, checking report completeness and timeline, coordinate different events in consultation with MEAL Manager. The MEAL officer directly reports to Health MEAL manager and also work closely with health unit staff.
Responsibilities
Collection and compiling:
Compile health program data from all intervention woreda, conduct data quality checking with input from officers and managers, analyze data in consultation with health coordinator, document findings for recommendation and decision making in a timely manner
Support MEAL Manager in establishing health database for regular supervision and indicator information using Microsoft Excel /Access, EPI info and other software as required.
Analysis and presentation
Monitor the project progress based on the selected indicators of the project.
In monthly bases check data quality (completeness, timeliness) in collaboration with MEAL Manager and project focal points
Prepare presentation for health projects performance review meeting
Update indicator matrix in collaboration with health managers and field MEAL officers
Capacity building
Build the capacity of health program staff in the area of monitoring, data management and analysis through training and on job technical Support.
Accountability and learning
Support health team in developing and documenting success stories of the health projects
Develop active and sustainable feedback mechanisms to or from HTU and field offices with regards to program monitoring tools and systems and beneficiaries/stakeholders as needed
Prepare key findings of the health project from monthly monitoring, assessment, and other learning activities and facilitate and participate in information sharing opportunities
Data Storage/documentation
Work with MEAL Manager to check the availability of the right data on the hands of the right people at the right time
Ensure the existence of appropriate system for data storage, retrieval and analysis at all level
Support project teams in preparing and documenting success stories, best practices and cap statements
Coordination
Coordinate the implementation of the project evaluation/assessment such as baseline and annual survey, mid-term and final evaluation based on the needs.
Participate in the regular monthly, quarterly, biannual and annual reports development together with the Health team.
Participate in and/or lead project coordination and review meetings
Program Management
Grant Management
Assist Addis health team in managing program grant.
Budget Monitoring
Assist Addis health team in Monitoring Budget.
Monitoring & Evaluation
In close consultation with MEAL Manager and field based health managers ensure that all data management tools are properly prepared, recorded and kept.
Human Resource Management
Work closely with the Addis team, and health managers in the field.
AOB
Any other activities or duties deemed by Health coordinator and Health Managers
Key Working Relationships
Internal
Internally the MEAL officer will work closely with MEAL Manager, Addis health team, health Manager in the field, Logistics and Finance.
External
Federal Ministry of Health, Regional Health Bureau, Zonal Health Desk, Woreda Health office Health Workers and HEWs.
Qualifications:
In addition to IRC core values/competencies: Diligence, attention to critical details, a keen sense of work priorities and resourcefulness in obtaining and researching important information;
Meets time-lines for all reporting and delivery of outputs
Results-based attitude, as well as excellent organization skills are a MUST
Strong Computer skills, with a good knowledge of MS Office Windows including Word, Excel, and Access would be an advantage.
Demonstrated behavior of professional and personal ethics, transparency and openness.
Bachelors degree or M.Sc in health information technology, Statistics, Biostatistics, computer science or other related disciplines (Health Background is an added advantage)
Minimum Three years professional relevant experience for Bachelor degree and two for M.Sc holders
Experience in Monitoring, database design, entry and analysis.
Strong background in database management and technical knowledge on Ms excel and access.
Excellent analytical and report writing skill.
Experience of training at Local Government, NGO and community level is essential
Excellent communication skills, organizational skills and the ability to work in a team
