Key ResponsibilitiesProgram ManagementWork with the program staff to design programs, develop proposals and work plans to guide implementation of approved WPE grants. Support the field teams in the implementation and monitoring of the work plans ensuring that activities are in line with the IRC strategy and theories of change, and reflect the commitments IRC made to the donor and the community;
In collaboration with WPE program staff, the Technical Advisor and the Deputy Director - Programs, oversee WPE programming in Somalia through regular monitoring and evaluation;
Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for GBV analysis, planning, evaluation, and advocacy
Ensure effective team communication and support between team members based in Nairobi and the three field sites, including opportunities for debriefing and staff care;
Provide guidance and technical support to sector-specific design and implementation through regular field visits.
Work with the program teams to ensure that field experiences are documented and used to advocate on behalf of the communities with which we work;
Support partnerships on GBV programming with Local Non-Governmental Organizations
Qualification /Experience & Competencies:
Masters or equivalent in health (MPH), social science, humanities or other related degree;
At least 2 years experience in direct service provision for survivors of GBV with a focus on case management and clinical care;
Experience with remote management;
Demonstrated experience in capacity building and mentoring of national and international staff
Knowledge, skills and experience in participatory methods, community development and partnership
Excellent interpersonal, communication, and problem-solving skills
Demonstrated effective coordination and networking skills
Proven experience managing multiple funding sources, producing donor proposals and reports
Excellent written and oral English skills
Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.

Supply chain activities
To manage or support, the development and proper functioning of the field project office
To assess potential projects as requested by Supply Chain Manager
To familiarize him/herself the IRC Supply Chain Manual and comply with the policies outlined in the Manual.
Complete monthly supply chain reports and submit to Supply Chain Manager as required.
Procurement
Receive and review all Purchase Request from Program and other operations departments.
Maintain an updated data base for all prequalified suppliers for both services and goods for the field office
Conduct procurement in accordance with IRC and Donor Policies and procedures, ensuring that the purchases of goods are appropriate in terms of quality and fair market price.
Ensure that all purchases are properly authorized in accordance with IRC Finance and supply chain policies and procedures.
Maintain proper records of all procurement activities
Ensure that IRC and Donor supply chain procedures are followed by all staff in the field office. Where necessary, carry out basic staff orientation on supply chain procedures.
Ensure that up to date files for price catalogues and products technical information are maintained for use when necessary by the office for budgetary and ordering purposes.
Review all procurement documents before sending them for approval and ensure that a proper record for any procurement act is kept and inventory of used POs is maintained for future references.
Coordinate closely with the Supply Chain Department in Nairobi to ensure that program supplies purchased from Nairobi are delivered to the field in a timely manner.
Requirements:
Degree or Advanced Diploma in Supply Chain Management, Procurement & Logistics or any another relevant
field
Thorough method of working with ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
Management ability to lead, motivate and develop staff;
Positive attitude with good sense of humour;
Committed team player;
Ability to live and work in isolation and in conditions of limited comfort;
Basic computer skills (Word, Excel, Outlook, Web Applications);
At least Three (3) years’ experience working as a Logistician;
The following experience will all be advantageous: previous NGO work, experience in contract management, general purchasing, fleet management and direct staff supervision.
