Organization Description The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives.
Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 25 U.S. cities, we improve outcomes in the areas of health, safety, economic wellbeing, education, and power.
The IRC has been working in Uganda since 1998 supporting Internally Displaced Persons (IDPs), refugees and various institutions in the country, notably the government, community-based organizations (CBOs), civil society organizations (CBOs) and the private sector.
The current program portfolio in Uganda includes health and nutrition, support to persons with specific needs (PSNs) including case management, legal assistance to refugees, prevention, and response to gender-based violence, Education and economic recovery and development (ERD). The IRC has a country office in Kampala and field offices in Amudat, Imvepi, Rhino, Kyegegwa, Kyaka II, Lamwo, Moroto/ Kiryandongo and Yumbe, as well as an urban office in Naguru Kampala.
Job Overview
The Fleet Assistant is responsible for the efficient coordination and management of all transport, fleet, and equipment management functions for IRC’s office in Arua. The position will also be responsible for the implementation of good fleet management practices and policy across all the field sites.
Duties and Responsibilities
Work with the Supply Chain Manager to design a suitably staffed and equipped transport function to support the IRC’s vehicle operations and policies.
Implement and direct IRC standard Vehicle policies and procedures, with particular attention to safety and security issues.
Manage and be accountable for the vehicle fleet, ordering and inventory management of all vehicle related parts and consumables, including fuel.
Evaluate, manage and monitor drivers.
Supervision of IRC mechanics and general management of vehicle spare part stores and garage.
Focal point for all purchases in Transport department. Raising PRs for vehicles spare parts and vehicle repairs.
Manage the vehicle pool (if applicable).
Ensure that appropriate communications equipment is installed and functioning in IRC vehicles to meet the operational and security requirements.
Ensure the correct and timely routine maintenance and repair of IRC vehicles and generators.
Ensure that all vehicles carry the required on-board
documentation and that all documents are kept current (including insurance).
Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles log books are accurately filled.
Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, use of Codan, etc.
Ensure all vehicles are properly cleaned on daily basis.
Prepare weekly and monthly report on transport department and discuss with Supply Chain manager.
Signing on vehicle fuel forms for refueling and keeping accurate record and monitoring system on fuel consumption.
Maintain full and accurate inventory of fleet including Motor vehicles, Motor Cycles and Generators.
Undertake (documented) ad-hoc physical fleet checks.
Conduct documented quarterly job performance reviews of transport staff, providing appropriate feedback.
Provide on-time, standard monthly reports to the Supply Chain Manager, including fuel consumption report, maintenance report and any other reports requested by Supervisor.
Well maintained fleet and generators good filing system for all vehicles and generators
Work with the Supply Chain Manager to ensure that vehicles are prepared for routine and emergency security requirements.
Ensure that all vehicles are secure when not in use.
Any other duties as may be assigned by the supervisor Expected Deliverables.
Qualifications
Bachelor`s degree in Procurement and Logistics Management.
Minimum two years’ working experience in Logistics management.
Ability to generate or maintain comprehensive price list for spare parts Qualifications.
Be familiar with local regulations / laws.
Strong sense of personal integrity.
Strong supervisory skills. Experience managing drivers.
Team spirit and problem-solving abilities.
Competent in spoken and written English
Competent use of pc especially spreadsheets (format / sort / filter).
Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across cultures and organizational units.
Strong financial management and budgeting skills.
Excellent training and coaching ability.
Must Possess a valid driving permit with a clean driving record.
