Job Overview

The IRC seeks a Deputy Project Director for the $40 M PROPEL(Promoting Results and Outcomes through Policy and Economic Levers) Round 2 opportunity. Overall, the PROPEL APS (Promoting Results and Outcomes through Policy and Economic Levers) will focus on policy, advocacy, health financing and governance activities as well as technical assistance, and transition initiatives for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDS and other health areas.

FP/RH integration across health, gender, youth, health equity, capacity development, and private sector engagement are all central to this APS. For Round 2 - PROPEL Adapt - the specific focus will be on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.

Together with the Deputy Director, FP/RH and the Deputy Director, Health Financing, the Deputy Director, Resilience and Fragile states, will be responsible for providing overall strategic direction and technical leadership in aspects related to health system resilience in fragile settings.

They will work collaboratively with USAID technical teams and relevant global, regional, and country actors to advance and inform policy dialogue and facilitate the uptake of state-of-the-art technical approaches within country programs. Required attributes of the deputy directors are as follows:

Major Responsibilities:

• You will provide overall technical leadership for project strategies and program activities related to governance and accountability, including health systems analysis in fragile settings, and ensure they are based on and use global and project generated evidence as well as are flexible and responsive to rapidly changing contexts, including conflict, disaster and infectious disease outbreaks.

• You will mentor and build capacity of technical staff in HSS, capacity strengthening, sustainability, disaster risk reduction and emergency preparedness for FP/RH programs in fragile settings, with a focus on cross-sectoral integration of these approaches.

• You will regularly use and apply data to inform program direction and decisions.

• You will provide technical leadership in staffing, work planning, assessments, monitoring and reporting in collaboration with partners

• You will lead relationship and maintain collaborative links of key partners at country, regional, and global levels

• You will encourage technical coordination between implementing partners, with other USAID projects, and external organizations across humanitarian / development nexus

• You will work creatively with technical staff and provide quality assurance for technical outputs

• You will offer dedicated representation with key counterparts and
in technical working groups and step in for the other Deputy Directors as needed

• You will ensure PROPEL Round 2 proactively identifies and engages local organizations equipped to deliver program interventions in PROPEL’s purview and ensure that their technical and managerial capacity is enhanced through the partnership with PROPEL R2.

Job Requirements:

• Has a relevant graduate degree with at least ten (10) years’ experience working internationally in the technical area of Resilience and Fragile Settings, and possesses technical knowledge of policy, advocacy, financing, and governance (PAFG) approaches.

• Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.

• Knowledge and proven experience in technical leadership, strategy development, and staff oversight for governance, health system strengthening, health systems analysis, political economy analysis, health service resilience, accountability, and capacity strengthening in fragile settings

• Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.

• Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.

• You have a consistent record of leading large teams and acting as a mentor to staff

• You have a demonstrated ability to maintain strong relationships with USAID, Ministry of Health officials, and civil society partners

• Demonstrate high-energy, dedicated nature, a positive can-do attitude, be able to stay calm under pressure.

• Fluency in English required and proficiency in French preferred
