BackgroundFounded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression.
The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement.
Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region.
By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home.
The IRC currently works in 7 districts in Uganda, including Kitgum, Lamwo, Moroto, Amudat, Yumbe, Arua and Kampala.
The IRC is currently in the process of expanding its programming to South Western Uganda – Kyaka, Oruchinga and Nakivale refugee settlements, to continue to provide life-saving services to conflict-affected and displaced refugee and host community
Position: Deputy Health Manager
Reporting to: Health manager
Location: Yumbe
Duration: 10 months
Job Overview/Summary:
The Deputy Health Manager will be responsible for supporting HM in management of the IRC Primary Health Care facilities in Bidibidi which include Reproductive Healthcare.
The Deputy Health Manager is also responsible, in collaboration with other IRC programs (WPE, ERD and VPROL), for the effective integration of health program with other sectors.
Under supervision of the Health Manager the overall responsibilities of the position include improvement of the quality of care provided by the clinics, assuring the standardization of treatment protocols, regular patient chart reviews and other quality assurance activities; planning and coordination of health services in IRC’s different health facilities in close collaboration with other departments and active participation and coordination in health assessments and project proposals; to take the lead in building the capacity of health staff - support the training, mentoring and supervision of health workers on health related topics.
Major Responsibilities:
Management and Program Oversight Manage the health teams in IRC health facilities and provide day to day oversight and mentorship to clinic staffs.
Develop budget forecasting and activity plans and manages the budget for the implementation of the activity, in collaboration with the health manager.
Write and submit internal and external reports as required to the Health Manager.
Assist and represent IRC in any relevant health coordination meetings
Technical Monitoring and Program Quality
Ensure proper collection and analysis of medical data associated with health programs, in coordination with health staff. Monthly reports of the health data, including critical analysis to be sent to Health Manager.
Identify clinic trends and develop mitigation measures to address programmatic gaps and improve overall quality of care.
Participate in conducting surveys and health assessment to identify gaps in health service delivery in the affected communities and provide feedback for program development according to the findings.
Ensure high quality health program in line with national and international standards.
Ensure the provision and use of national health protocols in IRC facilities, and proposing trainings when necessary.
Ensure an effective referral system
to secondary structures is in place and provide feedback on referrals.
Ensure that prescriptions are distributed in a rational way, based on treatment protocols, and following IRC criteria and MoH compliance.
Ensure the rational use of pharmaceuticals, medical equipment and supplies. Supervision of the medical orders and oversight on monthly inventory and consumption reports.
Participate in monitoring and evaluation of program indicators, objectives, outputs, and impact and suggest changes according to the findings.
Staff Management, Development and capacity building
Technically supervise the Community Health and RH staffs and provide regular technical assistance and training to build their skills, in collaboration with the line manager (Health Manager) on the administrative supervision side.
Set clear performance objectives for staff. Conduct performance reviews and ensure that the health staffs receive adequate training according with individual needs.
Develop Job Descriptions and participate in the recruitment and on boarding of new health staff
Oversee the management of drugs and medical supplies including selection, procurement, distribution and and ensure continuous availability appropriate medicines and supplies.
Ensure that survivors with sexual assault cases are promptly attended in the support Centre
Human Resources
Participate in the recruitment, selection, orientation and supervise IRC health staff in Bidibidi as needed
Identify training needs of health staff and develop formal/informal training interventions or identify appropriate external training that will enhance clinical, public health, management, and reporting skills.
Conduct semi-annual performance evaluation of direct supervisees
Liaison
Represent the health program and maintain effective relationships with District Health authorities, referral hospital authorities, Health Unit Management Committee, OPM, UNHCR, refugee leaders and other NGOs.
Liaise closely with other IRC program sectors to ensure coordination and integration of programs
Communication and Reporting
Assist in the preparation of monthly health information system reports according to UNHCR, IRC and MOH formats. Review reports for accuracy and consistency prior to submission.
Provide regular feedback to the Health Manager on project implementation through timely and complete biweekly situational and monthly reports.
Assist in writing donor reports.
Assist in the preparation of donor proposals for health related components of the refugee program and other health-related projects within the district.
Budgetary
Manage the health-related component of the project budgets including responsibility for ensuring expenses are appropriate and incurred according to schedule.
Assist with any other duties as requested by the Health Coordinator or Field Coordinator.
Qualifications:
Education:
Medical Doctor (postgraduate qualification in public health or similar will be an added advantage)
Experience:
At least 4 years working experience delivering health services within multi-sectoral programs
At least one year working in a comprehensive primary health care program with refugees or conflict-affected populations preferred.
Experience and knowledge of the running of the district health system, delivering services within framework of INGO and Ugandan health sector strategic plan and policy.
Skills And Abilities:
Experience supervising staff, preferably in international organizational setting.
Excellent oral and written communication skills.
Excellent analytic and problem solving skills
Experience in assessments, report writing and proposal development
Diplomacy, tact and representation competencies
Computer skills in MS word, MS Excel, and MS Power Point.
