7. International Rescue Committee Consultancy for Training Needs Assessments in Dadaab, Kenya

The aim of this consultancy is to: Assess and identify the most relevant professional courses for existing and potential health professionals among the refugees in dadaab and the surrounding host community Kenya. Based on the results of the needs assessment, the IRC will engage with the certified health institutions to provide these courses to the project beneficiaries.
Main Goal: The primary goal aims at improving the coverage and quality of health care services in in Kenya and Somalia, and improve refugees’, returnees and host communities’ livelihoods, by training and placing qualified trained staff in various health institutions
Objective of the Exercise: The objective of the consultancy is to identify the capacity/training needs of the refugees in Dadaab refugee camp and the surrounding host community in Kenya and the most suitable health courses for the health needs in both Kenya and Somali.
This will ensure the required skills and knowledge will be prioritized in the training of the health staff in the IRC health supported facilities in both countries, with a focus on the returnees from the Dadaab refugee camps, with health professional skills requiring further job placement.
Therefore, the assessment will be undertaken with stakeholders like the Ministry of Health, UNHCR, and other implementing health partner’s .It is expected that the consultations will be undertaken in a highly participatory manner.
Main Tasks of the Survey Consultant / Institution: The consultant will develop the methodology as part of the first deliverable. IRC will feedback on any modifications that are required before the methodology and the work plan are signed off and work on data gathering.
In developing the methodology, the consultant should consider the following points;
Primary research methods should include interviews and focus-group discussions with key stakeholders and project beneficiaries
The consultant must ensure informed consent is provided for all interviews, focus group discussions and photographs
IRC should be consulted and will be part of the coordination processes at all stages
The consultant will specifically have briefing and debriefing meetings with IRC at the commencement and conclusion of methodological implementation
Key Deliverables Expected
Survey guidelines, methodology, data collection tools andwork plan
An assessment of the most relevant professional courses
Undertake a Situational analysis in order to establish baseline capacity in undertaking training assessments and implementing adaptation measures.
Identify required training and modes of training for health staff (who- designation, what training, how and when).
Present the findings at the IRC field and Nairobi level.
Draft and compile a final report of the training needs assessment for health staff and mentorship framework/approaches recommended.
Develop a specific activity plan in advance (For the purpose of monitoring) that will be shared with key staff for subsequent dissemination.
Education Required Skills and Experience
• Bachelor's degree in health science (or equivalent) and an advanced degree in health.
• Broad knowledge and understanding of key health training issues in Africa.
• Minimum of 5 years' experience in training needs assessments
• Sound understanding and application of training and mentorship concepts,
methodologies and tools.
• Good analytical and report writing skills.
• Fluent in spoken and written English.
• Good leadership, communication and facilitation skills.
Minimum criteria for submission of the proposal for the BID
• The training consultant /institution should submit a technical and a financial proposal and is expected to demonstrate that it has a track record of not less than four (4) years of experience executing similar assignments.
• As part of the inception report, provide a detailed mode of work, methodology, key information sources to be used, and institutions / organizations to be consulted in undertaking the task.
• Qualifications as specified in section (5) and proven experience in conducting such assignments.
• The duration of the consultancy shall not exceed 1 month.
Contractual issues:
The IRC will provide the following at no cost to the consultant:
• Travel costs (to and from - Nairobi to Dadaab). However no costs associated with preparing the application including proposal submission will be met by IRC.
• The consultant / team must comply with the IRC rules and procedures related to security and relations with the media.
• The consultant/ team must respect the ethics related to evaluation practice.
• Security would be provided and organized by the IRC team.

The consultant will work closely with IRC’s Technical Coordinators based in Nairobi and liaise with the IRC Field teams in Dadaab.
