We started implementing Environmental Health Programming in Hitsats in Since May 2013, providing safe domestic water supply, safe sanitation facilities and promoting good hygienic practices to Eritrean refugees. Currently we are serving 20,901 refugees in the Camp.
Scope of the Work:
You will be based in Hitsats town, Asgede-tsimbla woreda , West North Zone of Tigray region. You support capacity building activities in water supply and sanitation activities. With arranged travels, you provide technical support to Shimelba refugee Camp.
Summary Statement of Responsibilities:
Are you passionate for community development? The Environmental Capacity Building officer reports to the Environmental Health Manager, and is responsible for ensuring the supply of potable water to refugees and host community living around Hitsats refugee camp. Your responsibilities include the proper establishment and conducting trainings for Hitsats water Utility staff.
You will ensure proper functioning and equitable shares of water for refugee and host communities. In additions, you will strengthen service utilities with management skills, tools and equipment.
You build management capability of the utility including the provision of all necessary management tools for the water utility to function, this include the establishment of financial, operational and human resource systems for the utility to achieve business objectives as per the outcomes of the business plan.
You will provide training for the staff in the application of procedures and use of management tools. You will request support on the management of service to Asgede Tsimbilia water supply office. You are required to properly lead use of consumables and other resources. You report periodically to EH manager.
Detailed Responsibilities:
Operation:
Ensure water utility is setup in time
In collaboration with supervisor and other stockholders including ARRA, UNHCR, and Woreda Administration on smooth establishment and functioning of water utility /board.
You will work with colleague at Hitsats and the consultant and coordinate with other IPs on information sharing related with water utility and promotion of sustainable taking over of the both local community and refugee
water system operation
Summarize and produce monthly report and share to supervisor to inform the status.
Take remedial action for any delays.
Draft the organogram and define the work flow chart for effective utility set up.
Define the function of the each position in the Utility program.
Facilitate proper handover of the water supply system to the utility as a part of smooth phase out strategy
Collaborate with consultant in providing/facilitating local information gathering on business plan study and comprehensive water system design capacity gap assessment .
Document lessons learnt.
Strengthen and establish linkages between refugee and host communities.
Capacity building:
Make regular assessment of the capacity gaps with respect to human resource management, financial management and material management
Take the lead in facilitating technical trainings on water loss due to leakage, reuse of spillage for micro-gardening, financial management, documentation of financial and technical documents.
Organize experience sharing visit for water utility members to other project areas where more experience is available.
Job Requirements
Requirements
BA/MA Degree in Sociology, Economics, Hydraulics Engineering, Water Supply Engineering.
Minimum of three years for BSc/ two for Master Degree related work experience.
Minimum 2 years previous experience of managing/monitoring of town water supply systems or working with utilities.
Experience in Capacity building on management of water boards, water committee.
Good written and spoken English
Supervisory or basic managerial skills
Good communication and social skills
Good in Microsoft Office (especially with Excel)

Time Frame
The length of the posting is 12 months initially, but could be extended, contingent upon satisfactory performance evaluation and funding availability.
