TOR for the delivery of Business Development Support to Micro, Small, and Medium Enterprises

Introduction

International Rescue Committee (IRC), Danish Refugee Council (DRC), Norwegian Refugee Council (NRC) and the Ethiopian Orthodox Church Development and Inter Church Aid Commission (DICAC), with financial assistance from European Union, are implementing a multi-sectoral project titled ‘Enhanced Integration of Displaced and Displacement Affected Communities in Ethiopia’ (EIDDACE), a.k.a RDPP Shire, in Adiharush, Mai-Aini and Hitsats Eritrean Refugee Camps and their host communities in Tselemti woreda and Asgede Tsimbila woreda, Tigray, from 2017 to 2019.

The project is being implemented in close partnership with relevant key partners such as ARRA, UNHCR and relevant government offices at regional, zonal and district levels.

This project is part of the Regional Development and Protection Programme (RDPP), which strives to create evidence-based, innovative and sustainable solutions for refugees and host communities in Ethiopia, thereby discouraging risky irregular migration, through;

  • Improved social cohesion through improved access to integrated basic service delivery (Water, Energy and Education) (Objective 1)
  • Improved livelihoods and self-sufficiency opportunities (Objective 2)
  • Improved protection, with a particular focus on vulnerable groups (Objective 3)
  • Strengthened capacities of local authorities and multi-stakeholder coordination platforms (Objective 4)
  • As implementer of objective 2 above, IRC want to hire individual consultant who have direct experience on providing business development support (BDS) to community groups residing in the above three camps and engaged on different micro, small, and medium enterprises.

    2. Objective:

    The main objective is to provide comprehensive and result oriented BDS services to improve the livelihoods (business success) and employment opportunities of the host and refugee target communities in May-Ayni, Adi-Harush and Hitsats project sites-in Tigray region.

    2.1. The specific objectives are to:

  • Prepare and facilitate BDS training to IRC and consortium staffs and volunteers
  • Provide BDS services to MSME enterprises to transform their business to profitable business life cycle
  • Regular mentoring and giving feedbacks to target business owners on identified business gaps, and support them in solving the observed gaps
  • Support target beneficiaries to develop feasible business plan that respond to the local and regional market
  • Coach IRC livelihood officers and volunteers to enable them provide quality services to micro, small and medium(MSME) enterprises
  • Develop and introduce BDS service tracking M&E tools
  • Organize exchange programs to project clients
  • Produce audio-video and written success clients stories
  • Submit monthly, and three monthly progress reports

    3. Deliverables:

  • 25 IRC personnel and volunteers trained on BDS techniques & tools.
  • 30 MSMEs get BDS services with the consultant direct supervision.
  • 90 MSMEs become successful as a result of the BDS service provided by the project team (through the consultant mentorship)
  • 10 Livelihood officers competently provide business mentoring support services to target beneficiaries
  • 150
    of MEMEs get regular BDS services based on business type and camps
  • Develop BDS manuals, assessment and reporting tools

    4. Scope of work:

    The work station of the specialist is based in Shire IRC field office under close supervision of the RDPP-Shire and Livelihood Manager and s/he is going to implement the following activities:

  • The BDS specialist will organize two rounds of BDS trainings (minimum 5days)
    Adapt or develop BDS training manual.
  • Adapt and/or develop BDS service monitoring tools and make sure the tools are implemented
  • The consultant will give regular BDS support to MSMEs per the three camps which are engaged on various individual and group based IGAs
  • Directly support at least 10 MSMEs per each camps and enable them run profitable business by crafting a clear business plan
  • Enable IRC livelihood officers deliver quality BDS services to MSMEs
  • Mentor at least 10 IRC staffs while providing BDS services
  • Facilitate experience sharing forums among supported buinsess operators
  • Produce and disseminate video and written human interest stories that reflect learnings and changes on the livelihood of the project beneficiaries
  • Produce and share monthly and quarterly progress reports that focus on key success, challenges, lessons learned and action plans that proposed to tackle the observed gabs

    5. Duration:

    6 months (July 15/2019-December 14/2019)

    Job Requirements

    Requirements/ Qualification and Experience:

    Education:

  • BA and above degree in Business and Entrepreneurship, Business Management, Economics, Marketing Development studies and related fields

    7. Work experiences:

  • More than 5 years of direct hands on experience on the provision and facilitation of comprehensive BDS services to MSMEs
  • Previous BDS training and facilitation experiences and skills
    BDS service provisions skills and experiences
  • Language skill: English, Amharic and Tigrigna
  • Computer-literate
  • Knowledge of local context (will be preferred but not mandatory)
  • The IRC will provide shared office, internet connection services, transportation services to and from field office to the project sites/camps, per diem and accommodation while in the field.

    IRC will not pay per diem, housing, accommodation and other allowances to the consultant while s/he is working from Shire field office.

    The consultant is expected to submit her/his application letter and CV, technical approach, and monthly consultancy fee s/he proposed to deliver the above deliverables.
