Background
Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile.
Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement a disarmament, Demobilisation and Reintegration Project.
Under the overall supervision of the DDR Programme Manager, direct supervision of the Regional DDR Project Officer, and working in close coordination with the Transition and Recovery team, the successful candidate will be responsible for the identification, screening, referral and follow up on ex-combatants with medical cases including mental health and psychosocial support needs to access appropriate support in relevant service providers and institutions.
The candidate will prepare regular reporting on the progress about medical and PSS for ex-combatants in his/her respective regional state where DDR is operational.
The candidate will be based in regional state where Project Coordination Unit will be set up for the implementation of DDR project and serve as the IOM’s medical and psychosocial focal point for the DDR project in the regional state. In particular, he/she will:-
Responsibilities and Accountabilities:
In consultation with Regional Project Officer and staff, contribute to the development of proper mechanisms that allow ex-combatants to access medical and psychosocial support from relevant service providers and institutions through proper identification, screening, referral and follow up support;
In consultation with GIZ Information Counselling and Referral Service (ICRS) team identify and document ex-combatants with medical conditions, mental health and psychosocial cases and develop individual case management system;
Identify and map existing mental health and psychosocial support service providers and institutions in areas where ex-combatants with medical and MHPSS cases reside;
Coordinate with medical and psychosocial service providers and health institutions for the development of referral and follow up pathways to facilitate access to medical and psychosocial services for ex-combatants in their localities;
Develop and standardize necessary templates, tools and individual profiles for the identification, screening, referral and follow up activities related to supporting ex-combatants to access medical and psychosocial services;
Collect, analyse and share reports and update project team on regular basis regarding ex-combatants’ s access to medical and psychosocial services, including on achievements, progresses, challenges and recommendations;
Organize and participate in awareness raising and capacity building training for health professionals and psychosocial service providers to better understand and assist ex-combatants with metal health and psychosocial conditions;
Work in close consultation with Regional Project Officer, M&E Project Assistant, Roving Health Assistant and other DDR staff as well as project partners to consolidate and share relevant information regarding medical and psychosocial needs and services for ex-combatants;
Participate in the relevant health and psychosocial related coordination forums at regional or local level to raise awareness and
advocate for the inclusion of medical and psychosocial needs of ex-combatants mainstreamed in the general public health strategies and approach of the regional states;
Undertake regular field visits to coordinate the implementation of medical and psychosocial services to ex-combatants and to provide procedural guidance;
Prepare, compile and/or review monthly, quarterly and/or annual internal and external project reports related to medical and psychosocial assistance to ex-combatants;
Perform such other duties as may be assigned.
Job Requirements
Education
Bachelor’s degree in psychology, social psychology, clinical nurse, public health art therapy or a related field from an accredited academic institution.
Experience
5 years of relevant professional experience
Proven experience with strategic planning and implementation of mental health and psychosocial support
Substantial experience in the design and implementation of MHPSS in post crisis and peace building initiatives;
Earlier work experience in the region, particularly on medical and psychosocial interventions, preferably operational and field experience
Sound knowledge of transition and recovery programme planning and implementation;
Very good communication and interpersonal skills
Supervisory/basic managerial skills
NGO/INGO experience is a plus
Languages
Fluency in English is required;
Working knowledge of other local languages in the region is advantageous.

Excellent knowledge of medical and psychosocial needs in post-conflict setting
Demonstrable knowledge of international and national instruments and policies relevant to mental health and psychosocial support for migrants including ex-combatants
Good analytical skills, ability to interpret information, identify and analyse problems;
Good knowledge of assessments, researches methodologies and tools and data collection skills in sensitive issues such as conflicts;
Personal commitment to the mandate of the Organization, a quick learner, a strong drive for results, efficiency and flexibility;
Ability to maintain effective working relationships with key counterparts, government authorities, international organizations and other partners;
Ability to work effectively and harmoniously in a team and with colleagues from varied cultures, professional backgrounds and respect for diversity;
Ability to prepare clear and concise reports.
Good level of computer literacy; proficient in Microsoft Windows and MS Office applications including outlook.
