Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.
Context and Scope of the Position
Under the overall supervision of the Chief of Mission (COM), general guidance of the Resource Management Officer (RMO) and direct supervision of the National Finance Officer (NFO), the incumbent will be responsible for the implementation of cashier and other treasury duties in connection with IOM activities in Ethiopia. In particular, he/she will be responsible to:
Core Functions / Responsibilities:
Maintain the mission’s petty cash. The staff member will be responsible for reporting on a regular basis (twice monthly) on the status of funds entrusted to him/her, arrange monthly cash counts and advise the NFO the petty cash balances on a daily basis.
Process and release approved cash payments to staff and other payees, ensuring that signed official receipts and other relevant supporting documents support all payments.
Ensure safeguarding of the cash in a locked safe at all times.
Handle banking duties such as deposits, withdrawals, follow-up on bank statements and other banking information as needed by the Admin & Finance Unit
Issue proper receipts for all cash and cheques received and to ensure that all cash and cheques are banked intact as soon as possible.
Ensure that any difference is reported and is fully investigated and referred in the first instance to the direct supervisor to determine the necessary action to be taken
Establish payment and receipt vouchers according to standard procedures of the Organization and ensuring that all approved payment requests are supported by complete supporting documentation and authorizations before releasing payments.
Issue and keep in custody, supplier’s cheques and to ensure that cheques are only handed over to authorized agents upon proper identification and submission of adequate supporting documents. Timely communicating payees and /or initiating departments with regard
to payments
Prepare on a daily basis a summary of all receipts issued, and Post cheque payments into SAP.
Review on regular basis the relevant Debtors/Creditors group codes, initiate follow up messages for outstanding cases and provide timely feedback to the NFO and RMO.
Maintain an efficient filing system of all financial and other supporting documents,
Assist in Preparation of VAT reimbursement requests and assist new staff in opening bank accounts.
Perform any other related task as may be assigned.
Job Requirements
Required Qualifications and Experience
Educational Qualification
College Diploma in Accounting, Banking and Finance or alternatively an equivalent combination of relevant training and experience;
Work Experience
Minimum of four years experience as a cashier
Experience in NGOs & International organizations is an asset
High level of computer literacy is required, in particular, experience in computerized Accounting software; good knowledge of MS Office specifically Excel;
Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking;
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds is requirement.
