Under the direct supervision of the Chief of Mission to Ethiopia and Representative to the African Union, IGAD and UNECA, the successful candidate will be responsible for the below listed responsibilities:
Core Functions / Responsibilities:
Provide advice and direct support to the Office of the Commissioner on migrant protection and assistance policies and strategies, including coordination with key partners, and relevant AUC departments.
Provide guidance the Department of Social Affairs in enhancing the capacity of AU Member States on resource mobilization and partnership building for ensuring sustainable funding of migrant protection and assistance policies and programmes, in line with international and continental strategic frameworks.
Support mainstreaming of migrant protection and assistance policies in AU Member States specifically for vulnerable migrants, including unaccompanied migrant children, and return and reintegration.
Provide advice and technical support on promoting migrant protection and assistance for AU member states through.
Advocacy and technical assistance on capacity development programmes for governmental and non-governmental entities.
Provide support in developing and implementing M&E mechanisms on the MPFA with regards to migrant protection assistance as well as knowledge management systems on migrant protection and assistance within the Department of Social Affairs.
Support the Department of Social Affairs in the planning and implementation of results monitoring framework in consultation with RECs, Member States, regional dialogues and partners on topics related to migrant protection and assistance.
Oversee the development process of responses to development and migration related inquiries from the Commissioner of Social Affairs, and other stakeholders.
Draft policy papers on issues of migrant protection and assistance in the African continent, with the aim of disseminating updated information through regular publications and/or information bulletins.
Prepare responses to ad-hoc requests from AU member states, sub regional and continental bodies on issues of migrant protection and assistance.
Keep abreast of, analyze and provide advice on developments related to migrant protection and assistance globally and in the region.
Direct the representation strategy of the AUC at regional and continental conferences, workshops, seminars and meetings on migrant protection and assistance.
Brief the Commissioner and Director of Social Affairs on developments related to migrant protection and assistance
policies as required.
Work closely with relevant AUC departments on coordination of migrant protection and assistance related issues.
Perform any other duties as requested by H.E the Commissioner of Social Affairs.
Required Qualifications and Experience:
Education
Master’s degree in Economic Sciences, Social Development Studies or a related field from an accredited academic institution with ten years of relevant professional experience; or
University degree in the above fields with 12 years of relevant professional experience.
Experience
At least 10 years of working experience in migrant protection and assistance policies and strategies, migration affairs and development, preferably for a national government or intergovernmental organization in Africa;
At least 10 years of Experience in project planning, coordination, development, management, monitoring and evaluation;
Strong experience in managing staff, an office and liaising with governmental authorities, other national/international institutions with proven record;
Ability to work in a multicultural environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
