Core Functions / Responsibilities: Under the direct supervision of the Emergency & Post-Crisis (EPC) National MEAL Officer, and the overall supervision of the EPC Programme Support Officer, the successful candidate will support the monitoring and evaluation of IOM emergency and transitional programming in Somali Region.
Programs may include but not be limited to: Shelter/NFI, WASH, Site Management Support (SMS), Mental Health and Psychosocial Support (MHPSS), and Protection. S/he will:
1. Support the National MEAL Officer in the development and implementation of IOM’s Accountability to Affected Populations (AAP) plan.
2. Ensure the quality implementation of IOM’s Monitoring, Evaluation, Accountability and Learning activities in Somali region.
3. Support development and implementation of the EPC MEAL plan.
4. Provide information and technical support on MEAL plans, baseline studies, data collection tools and databases as required; review and provide feedback on progress reports and final reports.
5. Supervise and ensure relevant field data collection for MEAL purposes, utilizing appropriate technology.
6. Supervise and conduct program monitoring exercises such as post-distribution monitoring (PDM), focus group discussions (FGDs), and stakeholder surveys.
7. Train program staff on MEAL data collection procedures and methodologies, oversee program staff data collection.
8. Analyze, report and graphically represent MEAL data to EPC MEAL Office and Program Managers.
9. Provide accountability reports to MEAL officer and relevant Accountability to Affected Populations (AAP) staff
10. Perform other duties as requested by the manager.
Job Requirements
Required Qualifications and Experience
Education and Experience
University degree in statistics, evaluation, mathematics, analysis, accountancy, informatics or other relevant field is required.
A minimum of 6 years of experience in the field of monitoring and evaluation work, especially within humanitarian emergency or post-emergency contexts, with a good understanding of donor funded programs and other UN Partners;
Experience with supervision roles for tasks of a similar nature to this assignment;
Technical skills in qualitative and quantitative evaluation and managing data;
Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;
Familiar with activity monitoring/reporting methods and information management systems;
Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power point;
Experience working in liaison with GoE and international organizations.
Languages
Knowledge of spoken Somali and Amharic is required
Working knowledge of other local languages, such is an advantage.
