Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.

Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management, as well as Durable Solutions (DS).

IOM also chairs the Communication and Community Engagement Working Group (CCEWG) in the country, tasked with operationalizing collective Accountability to Affected Populations (AAP) mechanisms.

Under the overall supervision of the Emergency Coordinator and the direct supervision of the Programme Coordinator (CCCM), the Reporting and M&E Officer (Camp Coordination and Camp Management (CCCM)) will be responsible for coordinating and implementing CCCM reporting activities as well as M&E and Learning requirements and deliverables, facilitating the timely and quality inputs received from the field teams, working closely with the Programme Support Unit (PSU) to support the development of regular reporting requirements, and closely coordinating with the Communications Officer to facilitate social media visibility and the preparation of press briefs.

Core Functions / Responsibilities:

  • Serve as a CCCM focal point for reporting, monitoring and evaluation of the unit’s active projects in South Sudan.

  • Work closely with the Programme Support Unit (PSU), facilitate adherence to reporting requirements, and check that project implementation/reporting is in line with donor requirements.

  • Coordinate and submit IOM CCCM updates and reports to the National CCCM Cluster, including 5Ws, mobile response reports, and contribute to the Cluster’s quarterly situation report, among others.

  • Work closely with the Communications Officer to facilitate internal and external visibility and promotion of IOM CCCM operations in South Sudan. Contribute to writing press briefs and social media blurbs, as necessary.

  • Contribute to the updating and development of results-based M&E frameworks to assist in ensuring that the programme maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

  • Assist in the development and strengthening of reporting, Monitoring and Evaluation (M&E) systems within the CCCM teams in Juba and in the field. Deliver training to the field reporting focal points to ensure tools are properly administered.

  • Undertake regular field monitoring and evaluation visits with field staff to check technical compliance and ensure the timely execution of projects vis-à-vis approved plans and baselines.

  • Provide technical inputs to support the CCCM team with project development, review objectives, outcomes and results, and contribute to the development of logical frameworks for new projects.

  • Work with other units’ Reporting Officers to facilitate coherence in the reports especially for cross-cutting and multisectoral projects.

  • In line with the localisation agenda of the CCCM Cluster and IOM CCCM’s commitment to enhancing capacity of Implementing Partners (IPs), participate in the development and implementation of capacity building plans related to monitoring, evaluation, reporting and learning processes.

  • Contribute to the development of, and support and monitor protection mainstreaming processes and tools, new and existing, to be embedded in CCCM static and mobile operations, which include the implementation of women participation and engagement initiatives, and the reinforcement of prevention activities geared towards reducing exposure to Sexual and Gender-Based Violence (SGBV) risks in areas of operations.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Social Sciences, Law, Development, Statistics, Information Management or related field from an accredited academic institution with two years of relevant professional experience; or,

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience working in displacement settings and contexts, as well as working within humanitarian programmes;

  • Experience in the implementation of specific M&E methodologies, including working with data collection and M&E tools;

  • Experience in report writing;

  • Experience in the development and maintenance of database systems, both online and offline;

  • Practical experience in data collection and reporting;

  • Experience implementing capacity-building activities; and,

  • Experience in protection mainstreaming activities and community engagement in displacement settings.

    Skills

  • In-depth knowledge of the displacement profile of the country;

  • Teamwork and innovative thinking;

  • Analytical skills, including data collection from various sources and in-depth analysis;

  • Knowledge of the activated coordination systems in South Sudan;

  • In-depth knowledge of relevant protection frameworks and protection mainstreaming;

  • Strong editing and drafting skills; and,

  • Remote monitoring and evaluation techniques.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

  • For this position, fluency in English is required (oral and written).

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
