Context:

Under the direct supervision of the Regional Director for Southern Africa in Pretoria, South Africa, and in close coordination with the relevant Chief of Missions and Regional Thematic Specialists (RTSs) and in particular, the RTS for Migration Health, as well as the programme implementation teams at the country and regional level, the successful candidate will be responsible for formulating, developing, successfully managing and ensuring the implementation of the regional SRHR-HIV Knows No Borders (KNB) Programme for Southern Africa, as well as providing authoritative advice and support for additional regional actions/programmes pertaining to the regional migration health programme portfolio where required.

Core Functions / Responsibilities:

  • Exercise technical, operational, financial and administrative management responsibility for the coordination and implementation of the SRHR-HIV KNB Programme, and ensure the programme is cost-effective.

  • Provide direct day-to-day management of the regional migration health team, ensuring close coordination with relevant thematic specialists and divisions, including the Regional Migration Data Hub.

  • Ensure key deliverables of the SRHR-HIV KNB Programme are met in a timely manner, with close attention to quality and the continuous identification of programme risks and mitigation measures.

  • Ensure a coordinated and team-based approach to project formulation and implementation, and in collaboration with the relevant IOM Country Offices, including Chief of Missions, implementing partners and project teams across the implementing countries.

  • Provide strategic advice, support, capacity building and mentorship to IOM country and regional project teams and implementing partners on a range of technical and managerial aspects, to ensure adherence to project strategy and donor requirements.

  • Provide expert technical advice to relevant government departments on the integration of migration health in plans and strategies and strengthening of cross border health systems at regional, national and local levels.

  • Provide overall strategic direction of the SRHR-HIV KNB Programme and related regional migration health projects/initiatives, implementation and reporting efforts, including liaison with donors and partners, and represent IOM in the relevant fora as they relate to migration health.

  • Ensure that programme successes, lessons and best practices are documented and disseminated to the programme stakeholders, including creation of platforms to facilitate multi-stakeholder/partner learning.

  • Undertake regular duty travel, as necessary, to attend relevant stakeholder meetings and harness collaborative initiatives within the framework of regional migration health programmes, and monitor project implementation.

  • Ensure timely and coherent project planning, including logistics and recruitment processes for programme staff and service providers.

  • Identity and develop resource mobilisation opportunities to strengthen and scale up the migration health interventions within the region in coordination with the RTS Migration Health and in line with the Southern Africa Development Community (SADC) and Member States’ priorities.

  • Ensure close coordination of the SRHR-HIV KNB Programme and other initiatives under the regional migration health programme portfolio, with relevant Regional Economic
    Communities (including SADC) and UN agencies including UNFPA, WHO, UNICEF, UNAIDS among others, including through the Regional Joint Team on HIV for East and Southern Africa, and relevant regional technical working groups.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Masters Degree in Medicine, Health Science, Public Health, Sexual and Reproductive Health,or related field of study from an accredited academic institution with at least seven years of professional experience; or,

  • University degree in the above fields from an accredited academic institution with nine years of relevant professional experience

    Experience

  • International work experience in the field of development, of which at least five years in the areas of migration health including SRHR, HIV, TB, population mobility and migration, preferably in Southern Africa;

  • Demonstrated management and operational experience and excellent understanding of regional migration and health issues in Southern Africa;

  • Sound experience in health systems strengthening at different levels, including regional, national and community, private and public sectors;

  • Proven capacity and strategic vision to develop, implement and coordinate migration health programmes;

  • Experience managing staff, including remote staff management;

  • Experience with project development and donor liaison;

    Skills

  • In depth knowledge of the broad range of migration health programming related subject areas dealt with by the Organization;

  • Specific in depth knowledge on sexual and reproductive health and rights (SRHR) including in humanitarian and peace context settings;

  • Ability to effectively work with a diverse range of thematic specialists, proactively identifying areas of common interest and collaborating to find innovative solutions while balancing various interests;

  • Knowledge of UN and bilateral donor programming;

  • Knowledge of managing a large team;

  • Excellent communication and negotiation skills;

  • Demonstrated skills in writing, editing and reporting;

  • Personal qualities include commitment, efficiency, flexibility, self-motivation, respect for diversity and creative thinking; and,

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of Portuguese and French is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
