Under the overall supervision of the Emergency and Post Crisis (EPC) Programme Coordinator, and the direct supervision of the Project Manager (WASH and Shelter), the successful candidate will assist with the development and delivery of emergency cash and Non-Food Item (NFI) response in Ethiopia.

Specifically, s/he will participate in cash modality feasibility assessments and mechanism selections based on findings, markets analysis, delivery of cash and NFI assistance in targeted areas and capacity building staff.

Core Functions / Responsibilities:

  • Support the Programme Manager on integrating cash-based interventions (CBIs) into operational plans and strategies to efficiently meet programme objectives, liaising with technical sectors.
  • Participate in the technical design and delivery of cash-based programme interventions in Ethiopia.
  • Contribute to the development of technical guidelines, Cash/NFI Standard Operating Procedure (SOP) for emergency responses, inform and support project planning, design and implementation, considering local context, and available technologies in line with IOM’s policies and procedures for CBIs based programming.
  • Support in the implementation of needs assessments to select, design and implement appropriate cash modalities and methodologies;
  • Supervise other programme support staff involved in the planning and management of CBI transfers and provide training and technical guidance in their work
  • Provide guidance on market assessments and price monitoring for key commodities and based on identified needs for programmes.
  • Closely coordinate with the Monitoring and Evaluation (M&E) section within the Unit and the M&E Unit, to check that relevant output and outcome indicators for CBIs are systematically being collected and analysed in a manner that will help to determine efficiency and effectiveness of CBIs delivery as well as the appropriateness of the transfer modality choice.
  • Undertake visits to view project sites and meet beneficiaries to verify that progress is made in the achievement of project objectives.
  • Ensure cash distributions are properly documented and meet technical quality, accountability, and protection standards in compliance with donors’ regulations.
  • Assist the coordinating programme teams on cash responses through using FSP (Financial Service Providers) including exploring additional service provider not in place at the moment.
  • Facilitate protection mainstreaming and cross cutting issues (Accountability to Affected Populations (AAP)) are streamlined across all the cash/NFI activities.
  • Liaise closely with relevant government authorities, UN agencies and Non-Governmental Organisation (NGOs) engaged in CBIs activities, keeping them fully informed of the status of IOM activities in this regard.
  • Participate in national level dialogue with donors and other stakeholders on cash, vouchers and other CBIs.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

    Experience
  • Minimum 2 years international experience in emergency programme implementation focused on cash and in-kind distributions (assessments, distributions, monitoring);
  • Experience in coordinating activities across locations and reporting;
  • Prior work experience in complex emergency setting, involving internal displacement;
  • Demonstrable experience in establishing and maintaining collaborative relationships with partners and government counterparts;
  • Proven experience in staff supervision and remote management;
  • Strong experience with assessment tools and systems;
  • Good computer skills (proven computer literacy, in particular Excel knowledge is a must);
  • Representation and negotiation skills, demonstrated interpersonal skills, strong communication and diplomatic skills;
  • Analytical skills, observation and analysis capacity;
  • Strong team spirit, comfortable in a multi-cultural environment;
  • Ability to plan ahead and stress-resilient.

    Languages
  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage.
