Context:

Under the direct supervision of the Emergency and Post Crisis Programme Coordinator, and in close coordination with the Displacement Tracking Matrix (DTM) database and information management officer, relevant units at Headquarters (HQs) and the Regional Office in Kenya, the successful candidate will be responsible and accountable for overseeing all aspects of reporting on the implementation of the DTM and of various activities or projects which may develop within the Displacement Tracking Unit.

Core Functions / Responsibilities:

  • Support resource mobilization for DTM programming and donor reporting requirements. Track progress and ensure that deadlines are met.

  • Facilitate program implementation through coordination and assisting with the mobilization of resources within the DTM unit to meet project targets.

  • Oversee the Information Management (IM) cycle for all DTM components, including methodology design, tool development and adaptation, and reporting.

  • Liaise with relevant authorities, UN agencies, the cluster system, Non-Governmental Organisation (NGOs), think tanks, government authorities, and other stakeholders on issues relevant to the programme. Participate in relevant meetings.

  • Report and analyse DTM data and provide feedback to the DTM Information Management officer and Information Management team regarding any inconsistencies.

  • Analyse information from the field and recommend adaptations to project implementation to respond to changing contexts and evolving data needs.

  • Organize trainings and workshops for humanitarian partners and government officials the on issues related to DTM, including definitions, numbers, trends, methodologies and findings.

  • Support the Emergency and Post Crisis Programme Coordinator in ensuring the dissemination and adaption as necessary of information management tools that meet partners’ and other humanitarian actors’ needs.

  • Present information on the DTM programme within the inter cluster coordination mechanisms. Liaise on a regular basis with the Protection cluster and its sub-working groups to represent DTM programme.

  • Support the organization and deployment of DTM missions to the Field.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Business Administration, International Relations, Political Science, Economics or a related field from an accredited academic
    institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience working in international organizations and the humanitarian community;

  • Experience in data collection, research, and report writing;

  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis;

  • Computer literacy: Microsoft Suite, Adobe etc.;

  • Experience in relevant issues such as migration, displacement, and humanitarian assistance;

  • Knowledge of the context in Ethiopia;

  • Experience in the DTM is preferable.

    Languages

  • IOM’s official languages are English, French and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage.

    Internationally recruited professional staff are required to be mobile.
