Organizational Context and Scope

Under the overall supervision of the Head of Sub Office, technical supervision of Site Planning and Development Officer, and direct supervision of Senior CCCM Project Associate, the successful candidate will perform the following functions.

Core Functions / Responsibilities:

  • Assist in the implementation and monitoring of CCCM project activities and support in implementation of field level CCCM activities under all four CCCM pillars, Coordination & Information Management, Community Participation & Self-Governance, Site Planning, Development & Improvement, and Capacity Building.

  • Retrieve, compile, summarize, analyse, and present information/data on specific project topics.

  • Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.

  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.

  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.

  • Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;

  • Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

  • Assist in monitoring work of implementing partners and report non-compliances to the supervisor.

  • Participate in preparing technical designs and BoQs’ for site improvement activities, at field level.

  • Coordinate with the Site Planning and Development Officer to develop new site plans and/or carryout site infrastructure mapping for specific sites under IOM CCCM.

  • Participate in conducting site level assessments to inform site improvement needs for immediate response and future planning.

  • Participate in the development and delivery of trainings on protection mainstreaming, disability Inclusion in Site planning, GBV and PSEA to enhance performance standards and service delivery to beneficiaries. Provides guidance/training to new/junior staff.

  • Perform other related duties as assigned.

    Required Qualifications and Experience

    Educational Qualification

  • Diploma or University degree in Civil/structural Engineering, Architecture, Urban Planning, or related
    field of study from an accredited academic institution with three years of relevant professional experience.

    Experience

  • Minimum of five years relevant experience for Diploma holders and three for Bachelor holders

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

  • Knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of financial rules and regulations.

    Skill

  • Good computer knowledge in SM office package and Demonstrated capacity and skills in the use of AutoCAD, ProgeCAD, ArcGIS, and RCD 2000.

  • Ability to adapt technical knowledge and expertise to specific project or activities; ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.

  • Ability to work quickly and accurately and pay attention to detail.

  • Willingness to assist efficiently in a very busy project environment.

  • Ability to meet deadlines and work under pressure.

  • Ability to present clear and concise information and good communication skills i.e., Strong writing and reporting skills,

  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

    Languages

  • Thorough knowledge of spoken and written English is required.

  • Knowledge of the local languages is an advantage.
