ContextThe North Eastern part of Nigeria has witnessed violence since the beginning of 2015, causing a major humanitarian crisis to more than 2.8 million internally displaced persons. 24.3% of the displaced population is staying in camps, while the others are staying within host communities or in rented shelters.
The Project Officer (Camp Coordination and Camp Management (CCCM)) will be responsible and accountable for ensuring a multi-sectoral response to displaced populations in communal settings (collective centres, temporary camps, transit/reception centres, etc.) as well as those living in camp-like settlements, with host communities or in rented shelters.
Working under the overall supervision of the Chief of Mission and the direct technical supervision of the Senior Emergency Programme Coordinator and direct administrative supervision of the Head of Sub-Office, Maiduguri, and in coordination with the Shelter/NFI & CCCM Sector Coordinators, the successful candidate will be responsible for the implementation of the IOM CCCM activities in camps and host communities in North-East Nigeria.
Core Functions / Responsibilities
Support the establishment of national reintegration schemes in close coordination with national counterparts (government, civil society, etc.), to facilitate the operationalization of the Return, readmission and Reintegration Standard Operation Procedures (SOPs) and the National Referral Mechanism (NRM)
Contribute to the development of project concepts/proposals and resource mobilization initiatives related to reintegration, as appropriate.
Check that the IOM approach to reintegration is properly defined and documented, and bring issues to the prompt attention of the supervior.
Liaise with national and state authorities, programme partners, civil society, international community and donor counterparts to coordinate implementation and assist in improving reintegration services and increasing the visibility of activities.
Facilitate protection into reintegration activities by monitoring and following up on the provision of adequate assistance for vulnerable categories, such as victims of trafficking, unaccompanied minors and migrants with health concerns.
Provide technical assistance, capacity- building support and guidance to implementing partners and Government counterparts.
Supervise and/or coordinate adequate monitoring and evaluation of reintegration activities.
Supervise and/or monitor appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing, in accordance with IOM Data Protection Principles.
Track use of resources in accordance with IOM internal rules and regulations.
Compile and generate quality internal and external reports on reintegration activities.
Encourage synergies with other reintegration projects and incorporate lessons learnt.
Supervise and organize training, counselling and guidance to staff to implement a sound case management system in compliance with IOM standards of assistance.
Undertake duty travel as requested.
Required Qualifications and Experience
Education
Master's Degree in Development Studies, Economics, Business Management, Political Science, International Relations, Social Studies, International Law or a related field from an accredited academic institution with two years of relevant professional experience; or
University Degree in the above fields with four years of relevant professional experience.
Experience:
Experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work
Experience working with specialized international and national agencies (UN Agencies, International Organizations and International and national NGOs)
Strong communication and interpersonal skills, as well as analytical thinking
Previous work on protection (including, but not limited to, child protection, counter-trafficking)
Experience in project management, monitoring and evaluation an asset.

Languages:
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written).
Working knowledge of French and/or Spanish is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
