Context:

There are 8.2 million people in need of humanitarian assistance in Somalia. Natural hazards such as drought and flooding have combined with widespread security threats to cause one of the world’s largest displacement crises, with 3.8 million Internally Displaced Persons recorded at the end of 2022.

Across the response in Somalia, there is a growing need to shift the strategic and operational focus from response to prevention of displacement while strengthening efforts to achieve long-term durable solutions for IDPs. Under IOM’s global mandate in the

Humanitarian-Development-Peace Nexus (HDPN), the Somalia Country Office (CO) is working to strengthen measures to prepare for and respond to humanitarian crises across the multi-hazard context and increase opportunities for solutions especially in urban centers across the country.

The CO is also planning for the rollout of the UNSG Action Agenda for Internal Displacement, which aims to strengthen opportunities for IDPs to find solutions, prevent new displacements from occurring while prioritising the protection of affected populations during crises.

The IOM Somalia mission is implementing frontline emergency and durable solutions activities as well as taking the lead on the Displacement Tracking Matrix (DTM) programme, with core activities including mobility tracking (population and displacement estimates) and flow monitoring (movements across borders).

Throughout the current crisis, DTM Somalia has expanded its emergency activity portfolio, including the design and implementation of the Movement Projections Model (MPM) which estimates the scale of displacement throughout the multi-hazard crisis, as well as the Transhumance Tracking Tool (TTT) which aims to inform measures to prevent conflict over natural resources between pastoralist communities.

DTM is further expanding its portfolio with a focus on durable solutions and is responsible for overseeing data and research activities under the Danwadaag durable solutions consortium including the Research, Evidence and Learning (REL) strategy and support other durable solutions programmes under IOM Somalia, like the Saameynta Joint Programme.

Under the consortium, DTM is taking the lead in overseeing the Local (Re)Integration Assessment (LORA), as well as the Urban Service Analysis and Solutions Projections Framework, ensuring data and evidence generated by the consortium informs strategic and operational decision making throughout the programme cycle.

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior

Programme Coordinator (Emergency and Post Crisis), and in coordination with the Programme Manager(DTM), Climate, Livelihoods and Solutions Manager, the Regional Data Hub (RDH) in Nairobi and DTM HQ in Geneva, the Programme Manager (Data for Solutions) will manage and oversee all data and research activities related to solutions and anticipatory action in Somalia, in support of the DTM and Durable Solutions units and throughout the rollout of the Action Agenda for Internal Displacement in country.

Programme Manager (Data for Solutions) will work closely with Monitoring & Evaluation (M&E) staff of relevant units and in close collaboration with the overall Monitoring and Evaluation Manager of the mission.

Core Functions / Responsibilities:

  • Ensure the design and implementation of DTM assessment and data initiatives related to durable solutions and anticipatory action, including the Local (Re)integration Assessment (LORA), the Urban Service Analysis and Projections Framework, the Movement Projections Model (MPM), the Transhumance Tracking Tool (TTT), and other activities as required.

  • Manage and oversee DTM activities under the IOM-led Danwadaag durable solutions consortium, including the Research, Evidence and Learning (REL) strategy, ensuring data and information generated by the programme strengthens evidence-based programming. Substantively support other IOM-led durable solutions programming and advise on data collection exercises using similar tools.

  • Represent IOM Somalia in coordinating the Data for Solutions component of the ActionAgenda to Internal Displacement, including the adaptation and expansion of
    data collection and analytical tools aimed at informing more targeted interventions across in Somalia.

  • Oversee survey design, planning, data collection, data analysis, and information product development for key research projects related to durable solutions and anticipatory action, including within the DTM team and external ad-hoc technical support.

  • Ensure the development and harmonization of IOM dashboards specific to Durable Solutions(LORA, COSI, etc), in coordination with the IOM Monitoring and Evaluation Manager.

  • Develop, assess and ensure the timely preparation and generation of information products, and ensure information sharing and dissemination through all relevant channels in line with IOM’s data protection principles.

  • Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within data collection activities.

  • Develop project proposals, project updates and final reports to donors throughout the programme cycle and in line with IOM protocols.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in social sciences, information management, development studies, or policy from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of professional experience

    Experience

  • Experience managing and coordinating research and analysis in emergency durable solutions contexts in support of evidence-based programming across the UN system and NGOs;

  • Experience in developing and establishing data and analysis systems for a range of audiences with various information needs;

  • Experience in conceptualizing research projects, and report writing on Durable Solutions for IDPs, and returnees applied to different displacement contexts; Experience with Transhumance Tracking Tool and Projections/Foresight analysis an advantage;

  • Experience with organisational representation in the humanitarians sector including with government authorities;

  • Experience with project management of large data and research portfolios, preferably in support of multi-partner consortiums with varying information needs;

  • Experience in leading assessments throughout the information management cycle(methodology and tool design; Kobo coding; data monitoring; data analysis; product development; dissemination) in multi-hazard displacement contexts;

  • Experience managing large research teams, including enumerators as well as coordinating inputs from technical specialists in the design of methodologies or information products; and,

  • Experience of the region is an advantage.

    Skills

  • Excellent understanding of different data collection methodologies (quantitative and qualitative).

  • Strong ability to independently manage end-to-end research and analysis processes;

  • Proven ability to supervise, train and direct staff and operations in humanitarian and transitional contexts;

  • Proven skills working with mobile data collection software (ODK/Kobo);

  • Advanced skills in data visualization (InDesign), presentation, and report writing skills;

  • Strong computer skills, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;

  • Strong knowledge of data protection guidelines and principles including humanitarian data protection; and,

  • Familiarity with statistical software (STATA, SPSS, or R) as well as dashboard software(PowerBi) is an asset.

    Languages

  • IOM’s official languages are English, French, and Spanish. Working knowledge of Somali is an advantage.

  • For this position, fluency in English is required (oral and written).

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
