Core Functions / Responsibilities:

  • Under the direct supervision of the Emergency & Post-Crisis (EPC) National MEAL Officer, and the overall supervision of the EPC Programme Support Officer, the successful candidate will support the collation, analysis, and reporting of community and programmatic feedback on IOM emergency and transitional programming.

    1. Support the National MEAL Officer in the development and implementation of IOM’s Accountability to Affected Populations (AAP) plan.

    2. Ensure coordination of the EPC Unit’s multiple Community Feedback Mechanisms (CFMs) between field-office staff, CFM focal points, Information Managers, and Program Managers.

    3. Provide technical support and assist in the development and implementation of various activities and processes of CFM including surveys, focus groups discussions, key stakeholder’s interview, internal updates, etc.

    4. Collate and analyze information from the CFMs.

    5. Produce regular reporting and recommendations from CFM information analysis on corrective actions taken on complaints, improved internal controls and enhanced efficiency of EPC operation for EPC program teams

    6. Train field staff on Communication with Communities (CWC) principles, Accountability to Affected Populations (AAP) principles, and data protection tenets.

    7. Develop and manage a common feedback hotline for the EPC Unit, in coordination with National MEAL Officer and Program Support staff.

    8. Provide technical advice, inputs, and training, to MEAL staff regarding mainstreaming of AAP principles into existing monitoring and evaluation tools.

  • Perform other duties as requested by the manager.

    Job Requirements

    Required Qualifications and Experience

    Education and Experience

  • University degree in information management systems, communications, evaluation, analysis, human rights, international development, or other relevant field is required.

  • A minimum of 5 years of experience in the field of monitoring and evaluation or communications work, especially within humanitarian emergency or post-emergency contexts, with a good understanding of donor funded programs and other UN Partners;

  • Experience with supervision roles for tasks of a similar nature to this assignment;

  • Technical skills in qualitative and quantitative evaluation and managing information systems;

  • Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;

  • Familiar with
    human rights and protection principles;

  • Advanced knowledge of Microsoft Office, with proven experience in Word, Excel and Power point;

  • Experience working in liaison with GoE and international organizations.

    Languages

  • Fluency in English and Knowledge of spoken Amharic is required.

  • Working knowledge of other local languages such as Somali or Oromifa is an advantage.
