Context:Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disaster. With more than 2 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced.
Increasingly, opportunities arise to support for durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, Danwadaag partners are building momentum towards durable solutions.
As the lead agency for the Danwadaag Durable Solutions Consortium, IOM is seeking to build a strong Consortium Management Unit to ensure maximum impact of the collective’s efforts, ensuring: efficient delivery of program activities, alignment with other durable solutions initiatives, acute sensitivities to local dynamics, support to government structures with the displaced affected communities at the center of our efforts.
Under the overall supervision of the Programme Manager / Chief of Party for Danwadaag and the direct supervision of the Durable Solutions Consortium Coordinator, the MEAL and Reporting officer, will be responsible and accountable for coordinating and implementing monitoring and reporting activities of the Durable Solutions Consortium.
The role of the MEAL and Reporting Officer is to lead the establishment and continue the implementation of systems that promote evidence-based decision-making, programme and project performance tracking, and internal management.
Core Functions / Responsibilities:Institutional and Operational Set-UpSupervise and guide the implementation of the Monitoring and Evaluation (M&E) activities of the Country Office according to projects/programmes/strategy result matrices and M&E plans in close coordination with the Project/Programme Managers and other relevant IOM staff and partners.
Ensure adherence to existing Evaluation and Monitoring policies and guidelines and Results-based Management (RBM) roadmaps, frameworks and guidance including a proper use of PRIMA for monitoring, reporting and evaluation.
Contribute, in collaboration with the Regional M&E and Risk Management Officer, to development of plans, tools and systems to monitor implementation of projects/programmes and/or strategies within the CO focusing on activities, results, expenditure, budget, risks and assumptions, in line with donor/UNCT requirements, IOM strategies, and institutional M&E and reporting requirements.
Ensure that risks are assessed and new ones identified during the regular monitoring of project activities, and where appropriate ensure that associated Project Risk Register Matrix, Risk Treatment plans are monitored and regularly reviewed.
Provide substantive inputs to strengthen capacity of IOM staff and partners to carry out M&E activities in the CO through training, mentoring, and coaching.
Regularly update the evaluation and monitoring plans for projects/programmes/strategies at the CO, including identification of key performance questions, indicators and parameters for monitoring and evaluating performance in line with the Strategic Results Framework (SRF), and share the evaluation plan with the Regional M&E and Risk Management Officer on a regular basis.
Actively engage in M&E activities for and with UN Agencies, UNCT, donors, government and external partners at country level, including on possible joint monitoring and evaluations, for instance in United Nations Sustainable Development Cooperation Framework (UNSDCF) Evaluation.
Document good practices and lessons learned through analysis of monitoring findings and evaluation reports, identify causes of potential bottlenecks and corrective measures, and facilitate discussion of related M&E and RBM findings and challenges with relevant IOM project staff, management, and partners.
Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support, in close coordination with field units and relevant focal points of CO.
Reporting and Communication
Support Project/Programme Managers in compiling periodic donor reports in line with the M&E plans and agreed reporting schedules, as well as
the CoM/HoO in compiling data for UNCT reporting requirements.
Provide comprehensive inputs for materials requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT) or individual agencies, Government institutions, Donors, IOM relevant Units at HQs, RO and/or other partners.
Monitor the work of Implementing Partners (IP) by receiving and reviewing progress reports in a timely manner as per agreement with IOM, UN and donors' terms and conditions.
Provide technical support to IP to improve the quality of data collection, consolidation, analysis and reporting through capacity building and regular monitoring visits to the field.
Support the CO’s communication strategy through documenting IOM activities such as capturing case studies, life changing stories for donor/UN reports, updating CO’s social media accounts and producing quarterly newsletter and local media briefings.
Contribute to the preparation of meetings and events, to include donor/UN briefings, donor visits, conferences.
Manage submissions for the IOM global institutional reporting processes including the Institutional Questionnaire.
Conduct M&E activities that can contribute to the management and analysis of migration trends and related data relevant for IOM in the country.
Project Development Support
Contribute to the identification of new project development opportunities in close coordination with COM, Project/Programme Managers, and RO’s Thematic Specialists, and in line with IOM global frameworks and CO’s strategy.
Provide inputs for the development of project/programme logic including Results Matrices and Theory of Change, and for the monitoring and evaluation sections of project proposals/strategies.
Ensure that adequate monitoring and evaluation costs are budgeted and advocated for as per IOM M&E policies, guidelines and Project Handbook.
Participate in UN, donor, sectoral, working groups, and other meetings aimed at development of new projects, for instance within GCM regional and national networks.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master's degree in international relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;
Experience in capacity-building activities, including design and delivery of trainings;
Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
Familiarity with financial and business administration;
Sound and proven understanding of internal and international migration issues in the country and in the region;
Experience in organizing consultations, workshops and seminars with high level stakeholders;
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies;
Knowledge of UN and bilateral donor programming and institutional requirements.

Languages

Working knowledge of Somali is an advantage.
