Context:Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia.
The Labour Mobility and Human Development (LHD) Unit in Somalia focuses its interventions on enhancement of institutional capacities, and adoption of measures to maximize migration outcomes and diaspora engagement and investment.
Its largest programme, Migration for Development in Africa (MIDA) is a capacity- building programme, which transfers skills from African diaspora experts back to Africa. MIDA programmes in Somalia aim to build the capacity of Somali institutions through Somali diaspora skills and knowledge transfer.
To date, the programme has placed more than 480 Somali experts throughout the three regions at various ministries and institutions. Through the MIDA programme IOM has supported a number of sectors including: Justice and Rule of Law, Public Financial Management, Health, Education, Natural Resource Management, Commerce and Industry among others which are crucial for the economic and social development and the stability of Somalia.
Other areas that LHD is looking to implement activities in are Labour Migration to support the development of labour migration governance frameworks and support the government of Somalia in addressing unemployment.
Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the Programme Manager (LHD), and in coordination with the Regional Office Nairobi Labour Migration and Human Development Regional Thematic (RON LMHD RTS), the M&E and Reporting Officer (LHD) will be responsible for coordinating and implementing LHD related monitoring and reporting activities in the Country Office.
Core Functions / Responsibilities:Work to improve the current monitoring, evaluation and reporting mechanism of LabourMigration and Human Development programmes by contributing to the development and facilitating the utilization of monitoring and evaluation tools to track progress in achieving project outputs, as well as identifying and recommending solutions to address implementation challenges.
Improve the Training of Facilitators (ToF) programme by coordinating the development of the training curriculum & TOF modules to facilitate streamlining across various sectors.
Facilitate TOF training of new MIDA participants.
Support promotion and mainstreaming of gender in LHD programmes to help increase the proportion of female project participants and beneficiaries.
Monitor the implementation of a standardized quality assurance system for MIDA participants’ work plans and reports for the effective monitoring of all MIDA
participants’ deliverables.
In close coordination with the Programme Manager (LHD), provide technical inputs to support the development of project proposals on migration thematic topics under the Labour and Human Mobility Unit.
Provide guidance and information to support the preparation and submission of donor reports.
Participate in coordination meetings, workshops and conferences with other development partners, UN agencies as well as Somali government institutions and private sector as per guidance of the Programme Manager (LHD).
Assist with provision of information as requested by Headquarters, the Regional Office, UNand other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.
Support MIDA institutional needs assessments and field visits, as may be required, for the development, implementation and monitoring of project activities.
Assist in identifying potential funding opportunities by coordinating donor briefings, supporting liaison with potential donors, and attending partner coordination meetings.
Perform such other duties as maybe assigned.
Required Qualifications and Experience:
Education
Master’s degree in Political, Social Science, International Relations, Law, Labour Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in Migration and Development; with focus on diaspora engagement programming;
Experience in working with diaspora associations;
Experience on institutional capacity building;
Experience working in Somalia;
Experience in project/programme development, evaluation and monitoring
Skills
Strong computer skills, specifically hands-on experience in usage of MS Office.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
