Position Title: Consultant - UMCs (Unaccompanied Migrant Children)

Duty Station: Addis Ababa, Ethiopia, with travel (in country and out of the country)
Context and Scope
Under the overall supervision of IOM’s Special Liaison Office’s Chief of Mission (CoM), and direct supervision of the Regional Mixed Migration Programme Phase VIII (RMMP VIII) Programme Coordinator, IOM is seeking to hire a consultant to conduct a study that aims at analyzing the situation of Unaccompanied Migrant Children (UMCs)in Djibouti, Ethiopia, and Somalia by contrasting a selection of case studies with the national legal framework to identify legislative gaps and policies, and map available services according to international protection standards, and develop recommendations to enhance the protection of Unaccompanied Migrant Children in the three countries. The selected countries represent sending, receiving and transit countries due to their geographical position and the regional political context. The three countries are involved in the AU-Horn of Africa Initiative and in the Regional Technical Meeting organized through the Regional Mixed Migration Programme (RMMP).
Expected deliverablesAn inception report defining clear methodology and timeline of the research;
A comprehensive draft report capturing the findings of the study according to the scope of work outlined above;
A presentation and handouts for participants of the stakeholder validation workshop;
An action plan developed through a key stakeholder workshop for improving child protection in a few selected places
A final report after the validation workshop including the action plan developed during the workshop
Document consolidating all relevant international, regional and national legal instruments and related national action plans
a roadmap on setting up a pilot structure in one of the MRCs (suggested by Tim)
Schedule of deliverables to be discussed at the final proposal submission stage.
Experience and skills:
7 years of relevant professional working experience in the field
Exceptional skills in designing and conducting research studies, with practical experience in research methods;
Knowledge of international and regional migration governance structures;
Work experience in developing countries, preferably in the Horn of Africa;
Experience in working with UN agencies/other international agencies, governments, and other migration stakeholders;
Strong writing and analytical skills;
Strong interpersonal and communications skills;
Fluency in English (both oral and written);
Sound and proven understanding of internal and international migration issues in Africa;
Experience in programmes for migrants and capacity-building activities;

Responsibilities:
Monitor project development and reporting staff and deliverables within the IOM Ethiopia Mission ensuring quality control of project proposals, reports and external material.
Consolidate and analyze development assistance policies, trends, priorities and assist in identifying relevant project opportunities based on needs in Ethiopia and donor priorities.
Draft, coordinate, and ensure the submission of funding proposals taking into account national and donor priorities, United Nations Development Assistance Framework (UNDAF), and IOM’s country, regional and global strategic priorities and objectives.
Facilitate the timely and quality submission of project reports and new proposals in accordance with IOM and donor formats.
Organize and participate in regular training sessions and on the job training to staff in the field in order to build capacities on project development and reporting.
Liaise and coordinate with relevant stakeholders, such as national and local government counterparts, civil society groups, diplomatic missions, UN agencies and others national and international organizations and existing business networks on IOM work in Ethiopia.
Support the monitoring of progress against strategic objectives, project and program benchmarks and UNDAF results. Participate in the establishment of a common M&E framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E staff and project managers.
Coordinate internally with all units and sub-offices in response to request for information from HQs, RO, donors, partners, and any other relevant stakeholders.
Edit and review documents both for internal and external use, as requested.
Whenever possible undertake visits to the field in coordination with project specialists to support project development and reporting.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Master’s degree in Political or Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience
Experience in project development and project management, humanitarian and migration-related activities, report writing and liaison with relevant stakeholders.
Work experience in the region is an asset.
Excellent communication and negotiation skills. Excellent report writing skills.
Effective resource management skills and strategic and creative thinking.
Fluency in English is required.
