Organizational Context and Scope

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development.

Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property Page issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

The South Sudan Enhancing Community Resilience and Local Governance Project Phase II (ECRP-II) is a five-year project supported by World Bank that will benefit as many as 920,000 people in 12 of the country’s 79 counties, is implemented by IOM South Sudan.

The project will help build the institutional capacity of local communities to deliver critical services such as access to electricity, clean water, health care, and education, as well as develop integrated disaster risk management systems at the national and sub-national levels that will help communities anticipate and better cope with natural disasters and climate shocks.

To strengthen the capacities of the State, County and Payam level Disaster Risk Management Committees (DRMCs), IOM will provide capacity building trainings at all levels to ensure roles and responsibilities under the National DRM Policy are further straighten.

Under the overall supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) and the direct supervision of the Project Officer (Community Engagement) will review, revise and develop high-quality and user-friendly training manuals and facilitator guidelines on Disaster Risk Management in lined with National Disaster Risk Management Policy South Sudan for different target audiences using graphic design and editorial skills to enhance the presentation and communication of the materials.

Responsibilities and Accountabilities

The Consultant will be responsible for the following tasks:

  • Review existing project documents, manuals, and guidebooks.

  • Conduct field visits and meet with relevant stakeholders

  • Review, revise and develop facilitator guidebooks and training manuals for Payam Disaster Risk Management Committees and County Disaster Risk Management Committee based on field visit and discussions,

  • Ensure clarity, accuracy and readability of the text and methodologies

  • Compile a list of acronyms and abbreviations and check grammar and
    spelling

  • Ensure consistency in design, format, presentation, and references and follow IOM/donor guidelines. Ensure consistency in language and terminology across the documents

  • Edit and proofread the guidebooks, manuals and handouts for quality and coherence,

  • Check for repetition and adjust the length of the documents as needed

  • Coordinate with the artist to provide information and feedback on the artwork and pictures for the documents,

  • Keep IOM team informed of the coordination with the artist and ensure compliance with local culture, norms, and visibility requirements,

  • Prepare presentations for each session that can also be used as flip charts.

  • Training Facilitators Guidebook to facilitate training for PDRMC

  • Training Facilitators Guidebook to facilitate training for CDRM

  • Handouts and guidelines for Disaster and Climate Risk Governance for the State Disaster Risk Management Council (SDRMC)

    Required Qualifications and Experience

    Education

  • Master’s degree in a relevant discipline, such as Environmental Studies, Disaster Risk Management, Social Sciences or Development Studies.

    Experience

  • Advanced technical understanding of key concepts, issues, actors and processes around disaster risk management, environment, and climate change.

  • At least 10 years of proven work experience in editorial works the training manual and or development reports research and policy on disaster risk management, environment, and climate change; with peer-reviewed, academic publications on migration, environment, and climate change.

  • Good knowledge of and past experience of work with Sendai Framework for DRR is an advantage.

  • Previous experience in writing or editing training manuals or facilitations guidebook briefs an asset.

    Skills

  • Excellent interpersonal, writing, and communication skills

  • Experience of working in conflict-affected countries is an advantage

  • Knowledge of local dynamics and national legal systems is an advantage.

  • Experience in working with UN agencies and World Bank in different countries is an advantage.

  • Good English writing, analysis, and synthesis skills.

    Language

    Required

  • Fluency in English (oral and written).

    Desirable

  • Working knowledge of Arabic, or local language
