Context:Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations.
Under the direct supervision of the Head of Movement Operations Nairobi, Kenya and the general supervision of the Chief of Mission, Nairobi, Kenya, the Deputy Head of Movement Operations will be responsible for supporting the overall management of resettlement projects and movement components of non-resettlement projects throughout East and Southern Africa (ESA) under the guidance of the Head of Movement Operations, ESA.
The region supported by the Deputy Head of Movement Operations, ESA, is large in scope, comprised of numerous types of working environments that may include urban, rural and camp settings, and has a number of locations that are operationally complex and logistically challenging. This may include, but is not limited to, areas containing intra-, inter- and/or non-state conflict, areas of extreme political sensitivity and/or volatility, border regions, hardship locations and remote locations.
Core Functions / Responsibilities:In coordination with the Head of Movement Operations, ESA, support the oversight of IOM’s resettlement and other projects with movement operation components in ESA. Oversight includes technical assistance, staff training, development and succession planning, helping ensure all necessary resettlement support and IOM-facilitated movements, including staff travel, are carried out effectively and in an orderly manner, implementing global RMM policies and procedures, and developing and standardizing regional operating procedures, and working to prevent fraud and misconduct in resettlement and movement operations activities.
Support Head of Movement Operations and Movement Operations Managers in the region in developing and maintaining strong liaison with programme partners and stakeholders, relevant government authorities, and any other concerned agencies and working groups to facilitate implementation of the resettlement and other projects with movement operations component, mobilize resources, programme visibility, input into stakeholder programmes and institutional cooperation.
Support Head of Movement Operations in providing strategic and technical advice and oversight of IOM projects aimed at supporting orderly migration in the area of resettlement and movement operations and related elements.
In locations in ESA where IOM has no offices, manage resettlement and movement operations to ensure activities occur in an efficient, effective and orderly manner. This may include site visits and coordination with a range of partners, including host governments, resettlement countries, UN agencies and case processing entities such as USRAP Resettlement Support Centers (RSCs).
As needed, assist the Head of Movement Operations in guiding and supervising Movement Operations Managers and Officers at IOM country missions in ESA implementing the resettlement projects and other projects with movement operations activities, that include support to selection missions, work with relevant staff to ensure smooth transits, departures and arrivals, solving challenges, monitoring the administrative and logistical support provided by the IOM mission, operating efficiently within established budgetary constraints, effective work with partners and host governments, and implementation and strengthening fraud and misconduct prevention and response mechanisms.
Support the Head of Movement Operations, ESA, in communicating and coordinating with external partners, including the relevant UN agencies and resettlement countries. Develop and maintain a positive working relationship between Resettlement and Movement Operations staff and external counterparts.
Through communication with host governments, resettlement countries, relevant IOM units and other partner organizations, create, routinely update and disseminate a streamlined schedule for ESA Movement Operations that details all planned activities related to resettlement and movement operations, including activities undertaken by selection missions planned by the resettlement countries, case processing entities such as RSC, Cultural Orientation/Pre-Departure teams and the IOM Migrant Health Division (MHD).
In close coordination with RMM HQ, design and administer operational monitoring of IOM Movement Operations in the RMM hub and the Country Offices in ESA. Create
mechanisms by which projects can be remotely monitored and establish operational standards and measures of efficiency for ESA by which projects can be evaluated.
Create and implement an effective feedback mechanism for IOM beneficiaries with the objective of giving beneficiaries a voice and providing them with an additional avenue for reporting issues related to IOM personnel, assistance providers, fraud and sexual exploitation and abuse. Report on and utilize the feedback to improve the delivery of IOM assistance.
Provide safe and secure locations for affected populations to live in, following design and implementation of operational standards for Transit Center (TC) activities across ESA, including establishing rules, regulations and standards related to such areas as health, hygiene, PSEA and security.
Support the Head of Movement Operations, ESA, in organizing and analysing data received by Movement Operations Managers and Officers from across the region on resettlement and movement operations activities and departures of IOM beneficiaries of any kind from ESA to the United States and other resettlement countries.
Represent Resettlement and Movement Operations ESA at meetings, workshops and international conferences as needed and prepare reports, briefings, background information, narratives and statistical reporting as required.
Proactively implement fraud prevention measures in all aspects of program delivery in accordance with IOM policies, RMM Integrity Guidelines (RMM IGs) and PRM Fraud Prevention and Mitigation Measures. Bring to the attention of the Head of Movement Operations, ESA any fraud allegations and non-compliance of staff or other areas of concern and provide plans for improvements, including QC enhancements, that will maintain the integrity of activities and improve effectiveness in ESA.
Suggest possible improvements to the Head of Movement Operations, ESA, in order to improve quality of IOM assistance in movement and resettlement operations, and properly support the overall development of operations staff and movements-related activities in ESA.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Social Science, International Relations, Regional Studies, Business Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
University degree in the above fields with nine years of relevant professional experience.
Experience
The following are highly preferable for this position:
Transportation-related and/or management experience;
Knowledge of and prior experience in of IOM's Movement Operations program implementation and administrative, financial and business rules and practices;
Experience in project cycle management, preferably in RMM programming areas;
A demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors; and,
Experience serving as a donor liaison and writing donor reports.
Skills
Strong written and verbal communication skills and the ability to effectively communicate with and lead a team;
Demonstrated proficiency with IGator, MiMOSA, and Amadeus; and,
Excellent computer skills and a high level of proficiency in spreadsheet and database applications.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
