Context:
Since 1995, IOM has been working in partnership with the Government of Ethio¬pia, the UN Economic Commission for Africa (ECA), the Intergovern¬mental Authority for Development (IGAD), the African Union (AU), migrants, and other stakeholders to uphold the rights and needs of migrants, promote the benefits and address the challenges of migration, and mitigate the related risks to the advantage of all.
The AU Migration Policy Framework acknowledges that mmigration data is key to mainstreaming migration into policy and planning frameworks and development initiatives, and essential for developing effective, evidence-based migration policies and programmes.
It advocates for the continuing need for systematic and comprehensive migration data gathering, analysis and exchange on all aspects of migration remains a critical challenge, both within and between African States. The UN Global Compact on Safe, Orderly and Regular Migration also puts an emphasis on the imperative for an effective migration data and statistics management.
It has the objective to collect and utilize accurate and disaggregated data as a basis for evidence-based policies
To enhance the African Union Commission’s (AUC) capacity to conduct its migration work, the IOM has entered into an agreement with the AUC to provide the regional organization with professional staff to strengthen its capacity on migration data and research management, within the Division of Labour, Employment and Migration Division of the AUC’s Social Affairs
Department. It will support the Commission’s work on migration related issues relevant to the African context, such as migration data, statistics and knowledge management.
The recruited expert will work with any specialized institution set up by AUC on migration data, research and study, as well as the Department of Economic Affairs.
Under the overall supervision of the Chief of Mission to Ethiopia and Representative to the African Union, IGAD and United Nations Economic Commission for Africa (UNECA), and the direct supervision of the Programme Coordinator (Mixed Migration) in IOM, the successful candidate will be responsible for migration data, statistics research and knowledge development.
Core Functions / Responsibilities:
Coordinate research & analysis work on migration & development issues in the African context working with the AU relevant structures (Migration Observatories, Research institutes, AIR, etc.).
Represent the AUC at meetings of the Pan-African Forum on Migration, and at migration related meetings, workshops and seminars organized by regional mechanisms (RMs) and regional economic communities (RECs) in Africa and report back on developments.
Support AUC, Regional Economic Communities (RECs) and Member States on developing evidenced based policy frameworks and programmes.
Coordinate with the Department of Economic Affairs on migration statistics production, analysis and dissemination.
Support the communication and advocacy work of the stakeholders with facts and data.
Support the capacity building and Monitoring and Evaluation (M&E) efforts of stakeholders at national, regional and continental levels.
Produce migration policy analysis, analytical briefs, background papers, presentations, and inputs to speeches.
Participate in the elaboration of the AU Migration Annual report on the implementation of the Migration Policy Framework for Africa (MPFA) and other relevant AU policy frameworks.
Keep abreast of, analyze and provide advice on developments related to migration trends, cooperation, development in the African context.
Perform related duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Statistics, Economics, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Working experience in migration data and statistics, knowledge management, policy analysis and development, preferably for a national government or intergovernmental organization;
In-depth knowledge of migration data and statistics, including in labor migration statistics in the
African context;
Experience in drafting research papers and briefing notes for officials if governmental institutions or intergovernmental organizations;
Experience in liaising with stakeholders in the governmental and intergovernmental sectors;
Experience in team work;
Ability to work in a multicultural environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
