Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.

Humanitarian response and resilience includes CCCM, WASH, Shelter & Settlement, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.

Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Head of Humanitarian Operations and Assistance and the direct supervision of the Programme Coordinator (Camp Coordination and Camp Management (CCCM)), the Project Officer (Reporting Monitoring & Evaluation (M&E) and Camp Coordination and Camp Management (CCCM)) will provide technical inputs, information and assistance to the Programme Coordinator, the Head of Humanitarian Operations and Assistance and Administrative units with regards to project development and reporting, operations, staff administration, and monitoring and evaluation aspects of programmes for CCCM South Sudan in line with donor’s expectations and monitoring and evaluation requirements.

In addition, they will be responsible for contributing to the protection mainstreaming portfolio of IOM CCCM programmes in South Sudan, including but not limited to the implementation of the Women’s Participation Programme (WPP) as well as the mainstreaming of mitigation interventions geared towards reducing exposure to Sexual and Gender Based Violence (SGBV) risks in IOM CCCM’s areas of operation.

Core Functions / Responsibilities:

  • Serve as a CCCM focal point for reporting, monitoring and evaluation of the unit’s active projects in South Sudan. Flag to the Programme Coordinator any delays in the project implementation. Work closely with Programme Support Unit, facilitate adherence to regular reporting requirements, and check that project implementation/reporting is in line with donor expectations.

  • Contribute to the development and updating of results-based M&E frameworks and/or work plans for projects activated. Assist in enhancing and adapting existing reporting tools and M&E systems accordingly.

  • Implement capacity building plans related to monitoring, evaluation, reporting and learning processes. Participate in training activities on Monitoring and Evaluation for CCCM programme personnel and Implementing Partners (IPs) as needed.

  • Inform and guide CCCM teams on the required inputs and deadlines for internal and external reports. Receive, compile, and review reports from the field. Conduct quality checks, including for accuracy of figures and progress of activities according to the logical framework, and coordinate closely with Information Management (IM) Officer and the technical staff involved in the projects.

  • Schedule regular field monitoring and evaluate the efficiency of project implementation as well as the impact of the project to the target beneficiaries. If challenges are found, flag to the Programme
    Coordinator immediately for review and possible reprogramming.

  • Provide technical inputs to support project development, the provision of detailed information on target beneficiaries’ age and sex disaggregation, vulnerable populations, and the profile of the target locations. Recommend the elaboration of M&E plans for the project.

  • Facilitate the mainstreaming of Protection in projects. Check if field staff have received protection, GBV and Inclusion training to maintain ethical manner of serving the beneficiaries especially the most vulnerable. CCCM’s commitment to the Gender-Based Violence in Crises (GBViC) shall be of utmost importance.

  • Act as a focal point in the implementation of the women’s participation project, which is geared towards reducing risks to SGBV in IOM’s areas of operations.

  • Assist in administrative processes including financial tracking, procurement actions, logistics support, staff contract renewals, and other support to Resources Management Unit (RMU) in the absence of the Programme Coordinator.

  • Closely work with the Communications Team to facilitate internal and external visibility of IOM CCCM operations in South Sudan.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
    University degree in the above fields with four years of relevant professional experience.

    Experience

  • Demonstrated experience in the development and maintenance of database systems both online and offline;

  • Practical experience in data collection and reporting;

  • Experience in humanitarian programmes for migrants and capacity-building activities;

  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

  • Experience in protection mainstreaming activities and community engagement in displacement settings.

    Skills

  • Excellent interpersonal, cross-cultural skills and ability to lead and work collaboratively with diverse team;

  • Excellent report writing skills

  • Excellent in quantitative and qualitative data analysis;

  • Excellent in remote monitoring and evaluation techniques.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

  • For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic or French or Spanish, and/or any local language is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
