Job Description

1, Assessment, program development and management

  • Assess the immediate lifesaving nutrition interventions needed and determine the cause of the acute malnutrition in the emergency response and formulate appropriate responses that will address the cause both in emergency, transition and development phases.
  • Assess the immediate lifesaving nutrition interventions needed (such as CMAM) in addition to the prevention activities (ENA, IFE, etc) that need to be implemented at the same time.
  • Effective implementation of IMC’s Emergency and long-term Nutrition Projects within the frame work of pertinent national/area nutrition policy, strategy and guidelines.
  • Lead Dollo field office Nutrition Program in the development of proposal’s, implementation strategies, with support from national nutrition team.
  • Lead the whole nutrition team in Dollo Ado for effective implementation of the projects with clear JD and deliverables both for preventative and therapeutic nutrition program across five camps.
  • Ensure observance & respect the dignity of beneficiaries, careers and members of the community always
  • Provide direct hands-on technical support to Nutrition Technical Staffs and IMC partners to effectively and innovatively manage emergency nutrition projects with focus on key technical areas
  • Ensure that emergency nutrition and related projects are technically sound, environmentally friendly, socially and cultural acceptable
  • Coordinate International Medical Corp’s nutrition response and recovery activities across a wide range of actors, donors, host governments, UN and NGO partners to ensure consistency of programming.
  • Strong negotiation skill with the partners, Government officials refugee, refugee and host community.
  • Actively participate and represent IMC in Dollo Ado field office -based nutrition Cluster meetings.
  • Develop the nutrition program strategies, with support from country office Nutrition and food security program manager for the specific emergency response.
  • Contribute the development of emergency response proposals to be submitted by International Medical Corps and ensure that proposed activities and programs align with best practice in the nutrition sector.
  • Be fully aware of national government policies, strategies and other initiatives and developments by government and other stakeholders in nutrition sector
  • Regularly assess the implications for IMC’s program me and priorities of any changes in the operating environment in Nutrition sector and report on these to the internal fora as required.
  • Develop and supervise the implementation of effective community- based mobilization strategies to prevent acute malnutrition, ensure community participation and maximize coverage, Lead the nutrition community mobilization and IYCF staff for the proper planning and utilization of budget and other resources under the nutrition program.
  • Actively participate in Nutrition surveys at the Community level (KAP, SMART, Causal Analysis, Barriers analysis, and Coverage surveys) when need arises.
  • Ensure development of core skills and competencies in Nutrition and IYCF/ECD activities for IMC staff in the project offices

    2, Logistics and budget management

  • Follow the logistic issues in relation to nutrition including preparing procurement plans, raising purchase orders and following the status of procurement and finally leading the proper utilization of procured nutrition items (collaborating with IMC logistics department, ARRA, UNHCR, UNICEF and WFP)
    Plan for direct program budgets, closely monitor program budgetary expenditures, follow pipeline updates from finance team, advice and guide the nutrition team as well as lead in budget revisions/realignment as may be required.
  • Ensure smooth phase out in each nutrition projects in the area during project phase out period
  • Lead the deputy nutrition managers and other nutrition staff for the proper planning and utilization of budget and other resources under the nutrition program

    3, Reporting and M/E

  • In liaison with IMC M&E, plan,
    coordinate and prepare Dollo implementation and assessment/survey reports and ensure quality and timely reports are submitted to next level.
  • Regularly submit reports to IMC Addis office as per the reporting schedule and draft assist the compilation of intermediate and final donor reports
  • Host nutrition program visitors from donors, IMC country office appropriately present accomplishments to the visitors.

  • Monitor the day to day implementation of nutrition program activities as per the detail implementation plan and project agreement with the donor, ARRA and UNHCR/WFP.

    4, Representation, capacity building and coordination

  • Actively represent International Medical Corps in nutrition sector discussions and activities, serve as nutrition sector resource person, and display technical and organizational leadership in sectoral activity commensurate with the role as a primary resource person for nutrition on the International Medical Corps working areas.
  • Asses and identify training needs and provide relevant trainings to the nutrition team members when necessary and Provide technical support and training where required to all team members and partners
    Coordinate with Addis Ababa Nutrition program staff for technical issues on regular basis
    Strengthen partnerships, institutional linkages and working relationships with other sectors in all five camps.
  • Build the capacity of Community Nutrition Promoters (CNPs) and committees to deliver quality service and undertake participatory monitoring of the implementation of the project works and record lessons and reports.

    5, Additional Tasks:

  • Collaborate effectively and efficiently with other actors working in across the five camps
  • Be flexible and be able to give assistance with different activities not included in this primary JD
  • Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.

    Job Requirements

    Qualifications: (Training/education/experience/physical demands required; provide 6-8 requirements)

  • Masters’ level degree in Nutrition or MPH with extensive nutrition background
  • Over five years work experience in nutrition work and implementation of nutrition intervention program, including community mobilization, monitoring and evaluation aspects.
  • Considerable experience on community management of acute malnutrition in refugee communities/camp setting
  • Experience of managing human resource with diverse background under minimal supervision and support
  • Experience of and commitment to utilizing participatory approaches
  • Understanding of nutritional surveillance and information systems
  • Proven ability and experience in planning and conducting formal training session on nutrition including CMAM and IYCF/ECD
  • Proven capacity to supervise, train and coach local staff and community workers.
  • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathies with children and their care takers.
  • Extremely flexible, and have the ability to cope with stressful situations and frustration.
  • Prepared to live and work in an uncertain security environment
  • Ability to live and work within a team and respect the rules of collective living
  • Ability to integrate into the local environment including awareness of political, religious and economic aspects of the community (ARRA, UNHCR)
  • Familiarity with donors and donor procedures helpful.
  • Strong report writing and computer skills
  • Fluent in written and spoken English
  • Commitment to and understanding of IMC’s aims, values and principles.
  • Experience in Dollo Ado refugee is a plus
  • Speaking of Somali language has an added value
