PurposeThe purpose of this ToR is to appoint a suitable firefighting professional to assess the suitability of the current firefighting equipment installed in all IMC-ETH offices and warehouses, to recommend further improvement needs that must be in place in order to mitigate/control damage or losses as a result of fire and to provide sufficient firefighting training and techniques to relevant employees of IMC across the Ethiopia mission and submit a final report with all the findings, needs for improvement and professional recommendations.
BackgroundInternational Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, the International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide.
By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
Scope of WorkFollowing the direction from Global Logistics to ensure the readiness towards safeguarding the supplies, properties and assets kept in the International Medical Corps offices and warehouses, there arise a need to seek for a professional (expert) analysis and recommendations towards the existing firefighting capacity of the IMC-ETH mission offices and warehouses.
In view of this, it was recommended to hire a temporary consultant who supports in this regard.
Assessment of the existing fire extinguishersThe expert is expected to: Make a detailed assessment of the fire extinguishers installed across all offices and warehouses.
Check whether the right type and number of fire extinguishers are available.
Check whether the required annual inspection or applicable expiry
dates are intact.
Check if the current arrangement of stocks or assets is exposed to fire risk.
Verify whether relevant staffs (such as warehouse officers, drivers, and security guards) have the basic understanding of firefighting.
Provide firefighting training
The expert is expected to:
Provide sufficient and appropriate training to selected and relevant staffs across IMC-ETH offices.
Test the skills of the trainees.
Show other relevant firefighting techniques in addition to the use of fire extinguishers.
Ensure the trainees are capable in case of firefighting going forward.
Identify further improvement needs
The expert is expected to
List down the gaps in the current setup towards firefighting preparedness of each office and warehouse
Detail the improvements required for each office and warehouse.
Provide estimated cost of the improvements per each office and warehouse.
Provide final report
The expert is expected to:
Provide a final report incorporating all the components above.
Job Requirements
Degree in Safety and Security, Properties Management, or related field
Valid certificate in firefighting and prevention of emergency accidents
5 or more years practical experience in firefighting

Promotes and encourages a culture of compliance and ethics throughout International Medical Corps.
As applicable to position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
Conducts work with the highest level of integrity.
Communicates these standards to partners and requires them to adhere to these values.
Prevention of Sexual Exploitation and Abuse:
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
