Terms of ReferenceThe ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan, and the Special Representative to the AU and the ECA, based in Addis Ababa, implements its programmes and activities in close partnership with the Government of the Federal Democratic Republic of Ethiopia, in particular with its constituents, the Ministry of Labour and Social Affairs (MOLSA), the employers’ and workers’ organizations.
The implementation of its activities and programmes are in support of the Decent Work Country Programmes (DWCPs), agreed by the tripartite partners.
Within the bigger umbrella of Stemming Irregular Migration in Northern & Central Ethiopia (SINCE) program, ILO has been implementing a project on ‘Addressing the Root Causes of Migration in Ethiopia’ in collaboration with the Government of Ethiopia, managed by the Embassy of Italy in Addis Ababa and funded by the European Union Trust Fund for Africa.
The overall objective is to contribute to reducing irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable populations, including potential migrants and returnees, with specific focus on youth and women.
As a response to promoting smooth school to work transition, ILO has set up a pilot youth employability services (YES) centre in Bahir Dar in June 2018 in the Amhara region in partnership with the respective regional line bureaus.
The YES centre currently registers job seekers and vacancies and provides various employability skills services for young men and women.
The Project requires the services of a Communication Consultant to contribute to the development and promotion of communication and visibility of the project activities.
Main duties and responsibilities The Communication Consultant will be responsible for development and implementation of an integrated strategy to communicate the projects’ objectives and achievements with project partners, donor and key stakeholders; coordinate and ensure consistent messaging across various channels of public communication including social networks;. He/she will also undertake the following tasks:
In close consultation with the CTA and relevant project staff, implement an effective communication and advocacy strategy for the project “Addressing the Root Causes of Migration in Ethiopia” in line with the donor’s communication and visibility guidelines.
Develop and implement the project’s social media strategy, including development of content (in English and Amharic); curating of related
content; and actively expand the network of followers;
Take a lead on media and press engagement, including organization of press conferences, liaising with media and handling of requests for interviews, drafting of press releases and statements.
Oversee the regular updates of content on the web portal of the Country Office.
Develop and expand ideas regarding visibility efforts, including compilation of a photo library, audio-visual content, drafting information materials such as fact sheets, project flyers, brochures, feature articles, and other relevant audio-visual material.
Guide the production of publications, newsletter, flyers, case studies, print and online, and audio-visual products as per project requirements.
Organize communication plan with regard to the organization of project events such as job fair, product launches, promotion of publications/researches, celebration of international days etc.
Other tasks as requested by the Project Chief Technical Advisor.
The Assignment
The consultant will undertake this work, under the overall supervision of the project Chief Technical Advisor and in regular coordination of the National Project Coordinator.
The duration of the consultancy will be for 60 days spread across 7 months until 30th June 2020.
The work will be submitted in English and Amharic as per requirements.
Education
First level University Degree in Communications, ICT, Journalism or Public Relations. Completed Master’s Degree will be considered an advantage.
Languages
Bilingual proficiency and excellent command of English and Amharic. Demonstrated English and Amharic writing skills.
Required competencies
At least 5 years of demonstrateable experience of working in the field of development communication.
Ability to plan and implement digital media and branding strategies.
Excellent knowledge of print, audio-visual and online processes.
In-depth awareness and understanding of Social Media platforms, their respective participants (Facebook, Twitter, Google+, LinkedIn, YouTube, Instagram, Pinterest etc.) and how each platform can be deployed in different scenarios.
Excellent written and oral communication skills in both English and Amharic.
Communicates sensitively, effectively and creatively across different constituencies.
Focus on impact and results.
Prior experience of working with United Nations, multilateral and/or bilateral aid agencies.
