Job Brief:
The Lead, Program Management advises and supports Uganda program leadership in the design and implementation of the Uganda program, working with program teams in all implementation locations to complete the program on time and within budget.
The Program Manager will work with the Director of Programs and all department leaders to ensure that programmatic goals are documented, shared and implemented.
In collaboration with the MERL Specialist, the Program Manager will regularly assess the status and progress of the program, informed by MERL data, and present analysis and recommendations to the Director of Programs and the Country Director for consideration.
The success of this role is measured by the following KRAs:
Drive national program implementation, managing deliverables and monitoring progress
Support program design, learning, monitoring & evaluation, and management, driving processes to completion
Lead on budget management, change management, activity management and knowledge management of programs in collaboration with all relevant staff to strengthen implementation of programming
Regularly review program status performance, strategies, and implementation, providing analysis to leadership to ensure the program achieves its goals.
Roles and Responsibilities:
Program Implementation:
Manage creation of detailed implementation plan and regularly revise in accordance with program progress and decisions.
Manage detailed implementation of all grant-funded projects, including compliance with all grantor regulations
Lead quarterly program reviews and other program review meetings as needed to inform Uganda leadership on the status of the program and drive to decisions based on program analysis, in accordance with global guidance on program changes.
Provide regular input and critical analysis and feedback to the Director of Programs, other Uganda leadership, and regional program management on strategic and tactical considerations covering all aspects of program implementation
Work with program leaders to develop and review appropriate strategies that enable cross-team collaboration and program success
Policies and Procedures:
Develop and draft best practices of data management and other areas as needed.
Communication:
Liaise with the regional program management, sharing knowledge, lessons learned, and troubleshooting program management issues
Locate and share relevant learnings from IJM’s global programming in similar areas
Advise Uganda program leadership in setting and revising program targets
Manage creation of all reporting (internal and external), including grant reporting in collaboration with regional program management.
Training and Development:
Facilitate maintenance and use of internal and external data and research to benefit the program
Cross-Departmental Collaboration:
Lead on the development of activity-based annual budgets and reviewing actual and projected spending during the year
Support MERL Officer in gathering and sharing learning and analyzing program data
Support program delivery teams in sharing
learning with each other and created shared ways of working
Assist Uganda leaders and regional program management in drafting grant proposals.
Documentation, Reporting & Data Management:
Work with Uganda leadership and the regional team to develop proposals for grant funding
Work closely with the MERL Specialist to ensure project activities are well documented, including thorough and well organized filing systems with supporting documents according to the program’s Monitoring and Evaluation Plan
Work closely with the Director of Programs
Compile and analyze quarterly and donor reports.
Document and report information required for program analysis, research, learning and M&E

Education & Experience:
Preference for Master’s degree in international development, human rights, public policy, public administration, or related field (or additional experience).
At least 5 years’ experience in successful project and program management of complex development programs, including grant acquisition and management
Experience working effectively cross-culturally and across multiple time zones.
A Program Management Certification preferred.
