Job summary and key responsibilitiesIIRR desires to hire a Project Manager who will lead, administer, and organize all project activities in cooperation with and under the leadership of the Programs Director.
The Project Manager will oversee the implementation of the Integrated Natural Resources Management and Sustainable Land Management practices using Agro-Pastoral Field School and watershed management approaches in Karamoja
You will implement project activities and provide technical support to project implementation, providing leadership to the project implementing team, align with IIRR program quality principles and standards, donor guidelines, and IIRR’s best practices to advance the delivery of high-quality programming to the poor and vulnerable. Your knowledge and support will contribute to the effective, adaptive, and innovative implementation of the project.
Ensure proper and timely project activity planning, budgeting, and execution based on the project’s document and set detailed implementation plans (DIP)
Identify all key project activities and develop the project’s overall detailed implementation plan.
Provide technical leadership for implementing – Integrated Natural Resources Management, Agro-Pastoral Farmer Field Schools, Watershed Management and Sustainable Land Management (INRM/SLM) interventions/practices in Kaabong/Karenga
Work with key local leaders and relevant stakeholders to identify and select the beneficiaries based on the set criteria
Plan, coordinate, implement, supervise, monitor, and evaluate all project activities in line with the approved project documents and signed cooperation agreement
Coordinate and supervise all project staff and take appropriate action to ensure efficient and effective performance
Ensure that the activities are conducted as planned with appropriate adjustments when deemed necessary
Ensuring that project beneficiaries are properly identified/ selected, organized into groups, and trained/ supported with required skills in IWRM/SLM.
Plan and implement a weekly and monthly schedule of activities in the fields
Prepare periodic project work plans and budgets with the other project staff and finance to ensure appropriate utilization of project resources
Prepare and submit quality and timely reports as required from time to time by Program Director
Develop project M&E tools to assess the project and report on the progress and quality of completed and on-going project activities
Conduct visits to beneficiaries in project sites to determine and verify project implementation against project standards and donor requirements
Coordinate project activities with the district, head office, the donor, and other stakeholders
Ensure that the activities are conducted as planned with appropriate adjustments when deemed necessary
Document lessons learned, good practices, and success stories
Specific outputs
Mobilize and raise awareness of 3000 Resource Users in selected Micro-watersheds in INRM/SLM, CSA, and FFS Approach
Establish and strengthen 6 parish level Watershed Management Associations (WMA) in selected micro watersheds to enhance and sustain local Institutional capacities
Train Community members (Water Resource Users) on Prioritization of problems and Watershed Management Planning
Establish 63 Agro-pastoral Farmer Field Schools and build /strengthen their capacity in watershed management, sustainable land management, and climate-smart agriculture through Agro Pastoral Field School module
Establish and formalize new 56 APFS groups; 24 in Kaabong and 32 in Karenga, re-mobilize seven (7) existing ones in the 2 districts and support them to develop/review their group action plans (GAPs)
Facilitate the establishment and strengthening of 2 Sub-county APFS Networks
Develop at least 2 (two) Community-based integrated watershed management plans (CAPs)
Carry out Comprehensive Participatory
Integrated Watershed and Climate Risk assessments in selected Micro-watersheds
Develop Community Based Watershed Management plans and Monitoring and Evaluation systems for selected Micro-watersheds
Establish validation studies among 63 APFS to identify viable adaptation options for improved crop and livestock productivity
Train 3000 community members in the micro watershed on integrated natural resources management, Sustainable Land Management, and Climate-Smart Agriculture
Facilitate quarterly APFS review meetings, end of season evaluation workshops, and bi-annual review meetings for watershed resource user committees
Conduct parish /micro watershed level field days to showcase good farming practices, facilitate the end of season
evaluation workshops, and organize AFPS graduation and field day at sub-county level
Coordinate and promote sustainable livelihoods through convergence approach at the watershed level
Rehabilitate 1050 Hectares of degraded croplands and forest watershed areas through supporting communities to rehabilitate 450 hectares (1,125 acres of degraded cropland in selected micro-watershed areas
Establish temporary enclosures to support assisted natural regeneration to restore vegetation in 400 hectares (1000 acres) of degraded watershed areas.
Undertake reforestation and rehabilitation of 200 hectares (500 acres) of degraded hotspots in a selected micro watershed
Establish a mechanism for sustainable Management of Watershed Management Associations and Farmer Institutions
Support Watershed Management Associations to conduct Watershed Learning and Advocacy activities and support APFS and Watershed Groups to develop exit/sustainability strategies
Ensure active participation of all stakeholders during implementation including district local governments, donor, catchment management committees, and other stakeholders
Link the project with other Government poverty eradication and Climate Resilience programs to increase the resilience of watersheds and communities
Resource Management and Accountability
Ensure periodic reports are written and shared with relevant stakeholders in time and in agreed formats
Ensure assets and equipment are prudently utilized and well maintained according to policy and set guidelines
Implement policies that promote accountability of resources
Use project management tools to monitor budget, plans, and expenditure
Manage budget according to project budget expenditure within the planned time frame and approved budgets
Monitor and manage over or under spending in a timely manner in line with standards
Ensure adherence to financial management and accountability in line with policy guidelines
Risk management – Monitor and address or report any risks to management
Ensure appropriate filing and availability of documents required for internal and external communications, accountability, audits, and evaluation purposes and reporting
Education and experience
Bachelor’s degree in Environmental Science, Natural Resources Management, Integrated Watershed Management, Agriculture, Development Studies or a related field
Minimum of five (5) years of relevant work experience ideally with an international NGO
Knowledge of technical principles and concepts in integrated natural resources management (INRM), Sustainable Land Management practices, and watershed approach
Proficient in MS Office packages (Excel, Word, PowerPoint), GIS, Web Conferencing Applications and good report writing skills

Ability to communicate clearly and demonstration of good interpersonal skills with strong training skills, meeting & facilitation; coaching skills are essential for capacity building of project staff and beneficiaries

High-level integrity and initiative-taking and positive attitude towards learning and sharing.
Good computer knowledge in the area of MS word, MS Excel, Powerpoint & e-mail.
Working knowledge of budget management
Valid riding license and with the ability to ride a motorcycle.
Ability to establish strong relationships with the local leaders, community, and government representatives will be vital.
Must have team-building skills, personnel management, and supervision skills.
Required/Desired language
Proficiency in spoken and written English is essential. Ability to speak the local language is an added advantage
