PurposeThe Operations/Logistics Consultant, under the leadership of the Operations/Logistics Manager, is expected to support the Operations Department at the National Election Board of Ethiopia (hereinafter ‘NEBE’) on a range of issues including supporting election operations and strategies for the coming general elections.
Duties and Responsibilities
Support the development of operational/logistics plans, flowcharts, calendar and deployment plan for CENI equipment and goods;
Assist with transportation and installation of the equipment, documents and supplies necessary for electoral operations;
Coordinate and assist with the conduct of the 6th general elections;
Support the collection of information on a wide ranges of issues related to elections operations;
Assist in the effective distribution of election materials to constituencies and polling stations
Support the effective utilization of warehouse areas and proper loading and unloading, stocking, safe keeping of items to prevent potential damages;
Assist in the handover of printed election documents in line with the set standard and at highest confidentiality, monitor proper stocking;
Assist in ensuring the organization and cleanliness of warehouse and stocked items, report any damage to the concerned department on a timely manner;
Support in monitoring counted and dispatched documents and items and ensuring that they are not exposed to damage during loading and transporting; also ensure that addresses are written correctly;
Assist in ensuring that received printed documents and other items are properly registered and then dispatched as per NEBE’s warehouse management procedure;
Support the dispatching plan and submission to concerned authority for approval;
Support the proper counting , coding, packing and readiness for distribution of relevant
documents and items;
Assist in ensuring that all items are transported from Addis Ababa to polling stations in a cost effective manner and ensure safety arrivals;
Support in defining effective and efficient logistics business process to enhance service quality;
Ensure compliance with elections laws, directives, and procedures
Assist in the planning, organizing, and coordination of changes to the policies, procedures, or processes related to elections operations;
Closely collaborate with other staff in the Operations and Logistics department to create strategic plans and achieve established goals of the operations team;
Participate in relevant working groups/committees;
Undertake ad-hoc tasks assigned by supervisor as required.

Excellent reporting and document handling skills;
Ability to handle sensitive issues with integrity and confidentiality
Demonstrated ability to operate well in a collaborative and cooperative environment.
Ability to show initiative, good judgment, and resourcefulness.
Education & Qualifications
BA in Project Management, Business Administration, Political Science and International Relations, Law, Public Administration, Logistics and Supply Chain Management or related area required;
At least 6 years of experience in related field required;
Demonstrated professional experience and knowledge in logistics, operations, project management required;
Demonstrated knowledge and professional experience in election administration required;
Proficiency in Microsoft Word, PowerPoint, Outlook and Excel.
Language Skills
Fluency in English and Amharic required, other NEBE language preferred
