International Fertilizer Development Center National Administration and Finance Officer Jobs in Kenya
Job Description
The incumbent is responsible for managing, coordinating and directing the IFDC Kenya office’s work in Administration, Human Resources, Finance and support such as travel, procurement, inventory, vehicles and drivers. S/He will also provide technical backstopping the HR Manager and Deputy Director Operations for IFDC Field Programs as needed.
Duties:
The National Administration and Finance Officer will be a national position and reports to the Deputy Director for East and South Africa and to the Deputy Director of Operations.
The core responsibility will be to provide oversight Finance and Admin department in Kenya and provide back up to the Deputy Director of Operations for the East and Southern Africa region.
Main duties are:
Oversee the day to day Administrative, Operations of IFDC in the country of assignment (Kenya Office and other offices under Kenya office coordination);
Supervise the Administrative and Finance staff in Kenya office;
Ensure the staff understand and observe IFDC HR manual and procedures manual;
Conduct induction session for newly recruited staff;
Maintain staff files of local staff and consultants;
Ensure all legal requirements regarding employment of staff are implemented (social security, income tax, work schedule);
Ensure all staff submits their timesheets at the same time ensure the timesheets for international staff are sent to HQ and keep up to date record of the hard copies;
Monitor leave requests from staff and inform all team members about absences;
In close collaboration with the IFDC Kenya Administrative Officer, ensure general day-to-day project administration, including but not limited to purchase of equipments and services, organization of travels, logistics for project activities in Kenya;
Assist the COPs in organizing the annual evaluation of local staff and appointments;
Develop and manage sub-contracts with partner organizations;
Ensure financial integrity of the office by instituting appropriate internal controls;
Serve as the primary communication link on Administrative, Human Resources and Financial and compliance matters related to partners, business, sub grantees and donors;
Serve as contact point between IFDC Kenya Office, Field
Program office and HQ regarding Administrative, Human Resource and Finance issues;
Monitor the implementation of the budgeting as per project guidelines;
Ensure monthly request for funds is prepared and submitted on a timely basis;
Monitor the accounting and compliance with expenditure authorization requirements from requisitions through Field Programs office approvals to complete support document trails;
Supervise office logistics: procurements and yearly inventory and travel arrangements for staff;
Serve as liaison with ICIPE on issues related to protocol related to work permits and duty free clearance of projects and expatriate staff goods.
Provide admin and finance support to other offices in the region as deemed necessary;
Provide direction and technical backstopping to National Administrative and Finance Officers in the East and Southern Africa region.
Provide support to the Deputy Director of East and Southern Africa and Deputy Director Operations on all other administrative and financial issues;
Perform any other duties deemed necessary and requested by the supervisors.
Required Skills
Master’s Degree in Business Administration, Finance Management, Accounting or any other related field and flair for detail;
Strong computer skills with experience in MS office software and internet;
Proficiency in English, both in verbal and written communication;
Ability to communicate in French, as a second language, would be a definite advantage;
Ability to travel in the region;
Required Experience
Over 6 years practical experience in the management of donor funded projects in the NGO sector, preferably with an international organization;
