Organizational Context
The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).
The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Eastern Africa (EA) Country Cluster office supports 8 (Kenya, Uganda, Ethiopia, Tanzania, Eritrea, Rwanda, Burundi and Sudan) countries in the EA region from Nairobi, Kenya.
The total number of Internally Displaced Population (IDPs) and IDP returnees according to the Ethiopian Humanitarian Response Plan (HRP) is 3.19 million and the major humanitarian needs are in emergency shelter and NFIs, emergency nutrition support, food and cash Assistance, and prevention of Acute Watery Diarrhoea (AWD).
The displacement crisis in Ethiopia is the biggest globally with the country having the highest number of internally displaced populations exceeding countries with active conflicts.
The highest number of IDPs are in Somali, Oromia, and Southern Nations, Nationalities, and Peoples' (SNNP) regions which are also affected by the food insecurity situation. Due to this lack of food, a significant number of pregnant and lactating mothers and children under five years are malnourished.
Emergency WASH support is required in the IDP camps particularly provision of clean water as well as promotion of good hygiene practices. A total 7.3 million people are in need of WASH assistance according to the 2019 HRP.
Most of the IDP camps do not have sufficient water storage facilities and people are in need of water purification chemicals. In 2018 over 3,000 cases of AWD were reported in Ethiopia, given the hygiene and sanitation situation in affected communities there is a high risk of AWD outbreaks.
Job Duties and Responsibilities
Reporting to the IFRC EA Operations Coordinator in Nairobi and working closely with the ERCS Regional/Branch offices in targeted locations and the ERCS focal point for the operation in Addis Ababa.
Oversee the coordination of timely, efficient and effective IFRC support to the Ethiopian Red Cross Society in responding to new conflicts and displacements.
The delegate will support ERCS to ensure close cooperation with Movement partners as well as communication and coordination with Government officials and agencies, UN partners and non-governmental organizations.
Support the field level implementation structure in operational planning and implementation in accordance with agreed priorities and adherence to relevant IFRC/ERCS standards and requirements.
Ensure any expenditure within the appeal activities is conducted in a manner that is compliant and adhering to IFRC procurement policies and procedures
Support the National society in the identification and guidance on the evolving operation and
humanitarian needs for the operation.
Work with the PNS and ERCS to ensure that the appeal is aligned with the ERCS national response plan as well as takes into consideration all the funding received so that the appeal is not implemented in isolation from PNS bi-lateral funding, NS locally mobilised resources.
Ensure the timely development and provision of appeal and pledge based narrative and financial reports to the IFRC EAIOI office and supporting partners on any specific funding support according to IFRC procedures.
Provide coaching, mentoring and capacity building support, as required, to the operations management and technical staff of ERCS.
Ensure the application of the strategic direction of operations and focusing on achievement of the planned objectives.
Support the ERCS structures to cooperate, collaborate and consult with key partners including Government agencies, UN partners and NGOs, and Movement partners to ensure consistency, harmonization and to avoid and duplication of effort.
Monitor the implementation of all activities as laid out in the plan of action, with particular attention to the broader context and monitoring the achievement of results.
Ensure ERCS adheres to IFRC procurement and logistics procedures.
Facilitate technical support to ERCS water and sanitation, shelter and livelihoods counterparts to ensure timely and effective assessment, planning and implementation of the activities under the operation
Support the planning and implementation of the following tasks with National Society staff and volunteers ensuring:
Facilitate the documentation of best practices and lessons learned from the ERCS activities and assist in disseminating them to Federation staff and partners.
Assure full compliance of operations with RC/RC principles, IFRC rules, regulations and policies and operational strategies of the HNS and relevant reference documents and policies (Sphere, Do No Harm).
Perform any other related duties or responsibilities that may be assigned by the Operations Coordinator.
Education
Relevant University degree (Disaster Management, WASH/ Livelihoods/ Civil Engineering, Nutrition)
IMPACT course (or equivalent knowledge)
Experience
Demonstrable experience working as an Operations manager, preferably in a remote or isolated emergency context and/or in a refugee camp setting.
Five years’ experience working for a humanitarian aid or local organization on empowerment and community-driven capacity building.
Experience building and maintaining strong cooperative and professional relationships with local and international partners
Experience of project planning and implementation, monitoring and evaluation
Experience of writing comprehensive narrative and financial reports
Experience of working for the Red Cross/Red Crescent Movement
Knowledge, skills and languages
Technical background in Shelter, Livelihoods, WATSAN or Public Health.
Knowledge of / experience with participatory methodologies/ volunteer management in emergencies
Self-supporting in computers (Windows, spread sheets, word-processing, e-mail)
Strong demonstrable skills and expertise in capacity building in emergencies
Good skills in training, facilitation and presentations
Excellent communications skills and ability to sensitively negotiate complex situations
Valid international driving license (manual gears)
Skills in mentoring and developing staff
Willing to spend 6 months in a difficult, remote environment with minimal access to a main town
