International Consulting Company Terms of Reference for Vehicles Fleet Evaluators (Semera and Afar) Jobs in Ethiopia


Objective

  • The overall objective of the short-term expert is to undertake an assessment of the fleet management policy at the levels of the two regions, Somali and Afar and suggest the improvements measures.

    These are the key issues to be addressed:

    Selecting Vehicles and management

  • Procedure of vehicles purchase

  • Sale of vehicles when they become obsolete or any other use.

    Record keeping

  • Vehicles registration – documentation
    Vehicles inspection, frequency and other information

  • Record keeping of maintenance and major repair costs

  • Logbook in the vehicles, regulations on filling and checking by the Department Head

  • Book – keeping of vehicles expenditures e.g. spare parts, fuel, tires etc.

    Maintenance

  • Presence and application of a preventive maintenance program with a well-respected schedule of maintenance as by manufacture company specifications

  • Financial allocation for vehicles’ services.

  • Use of Government workshops or any other garage in town.

  • Availability of spare parts and adequate allocated financial resources to timely purchase required spare parts.

  • Available finance to cover major repair costs e.g. instance changing the cylinder or replacing the shocks absorbers.

  • Level of efficiency and effectiveness of the Operation and Maintenance

    Driver Management

  • Selection of driving and compliance with standard of driving and basic maintenance knowledge

  • Training of drivers in Operation
    and Maintenance and safety rules.

  • Drivers policy to regulate drivers’ behaviors and measure their performances.

  • Methodology and scope of the work

    The following approaches and methods should be used:

  • Scrutiny of the Regional Government fleet policy for Government owned vehicles.

  • Missions to the Regional governments warehouse to check that recording system, the O&M and driver policy systems are in place.

  • Discussion with key informants at the Regional Level namely logistic department and car maintenance Head and other relevant government and private entities involved with the car management.

    Expected Results of the Consultancy

    The consultant is expected to deliver the following results and outputs:

  • A report highlighting the vehicles situation in terms of effective policies and systems.

  • Recommendations on how to improve the overall fleet management.

    Reporting

  • Report will be written in English and a draft version should be submitted no longer than 10 days after the end of the work.

    Timeline of the Assignment

  • The timeline of the assignment is 15 continuous days from the start of the assignment.

    Management and reporting line

  • The consultant will closely work with the companies relevant staff and will respond to the Team Leader.

  • Duty station will be Addis Ababa but he will travel to Semera and to Gigiga.
