The Intergovernmental Authority on Development (IGAD) is a Regional Economic Community (REC) in the Greater Eastern Africa region and is comprised of eight member states namely; Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda.
It is recognized by the African Union as one of the eight sub-regional economic communities, which are the building blocks of African Economic Community.
Initially, it was established in 1986 as the Intergovernmental Authority on Drought and Development (IGADD) with the objective of combating desertification and mitigating effects of the recurrent drought and advancing development cooperation in the region.
In 1996, the newly revitalized IGAD was launched with an expanded mandate of contributing and supplementing Member States’ (MSs) efforts to achieve food security and environmental protection, promotion and maintenance of peace and security and humanitarian affairs, economic cooperation, integration and social development and corporate development services.
Core Duties and Responsibilities
The primary responsibility of the incumbent is to contribute to IGAD’s performance through enhanced capacity in its Monitoring and Evaluation (M&E) services.
During his/her assignment, the incumbent will undertake tasks that will encompass various components of IGAD’s strategic planning, monitoring and evaluation, institutional strengthening and coordination functions.
Develop the overall annual work-plan for the M&E activities of IGAD;
Lead and coordinate the IGAD M&E Working Group functions;
Review and update as necessary, the IGAD guidelines for Monitoring and Evaluation (M&E) System and related tools and recommend any possible changes based on the lessons learned;
Prepare & conduct M&E training sessions for staff in various IGAD divisions and institutions;
Establish and manage a performance monitoring framework with clear-cut goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress of donor-funded programs and projects in different Programs/Projects;
Monitor that the established guidelines on project monitoring and evaluation for different project components are followed;
Set up operational arrangements for collecting, analyzing, and reporting data/information about programmes/projects,
Work closely with M&E officers in programmes and specialized institutions and harmonize the monitoring and evaluation systems with performance indicators and targets embedded in the system for implementation and tracking;
Prepare periodic progress reports on Programs/projects with the support of M&E officers in programmes and specialized offices and projects and in close coordination with the other colleagues in PCPD and other concerned programme managers/officers;
Monitor and Follow up progress on various proposals, meetings, reports, working papers;
Identify key issues, lessons learned and best practices in IGAD
M&E activities;
Perform any other related duties as assigned by the relevant supervisor.
Minimum Qualifications and Experience:
Masters or higher degree from a recognized university in Social Sciences such as Economics, Statistics, Project Management, Business/Public Administration, and related…
Experience
At least seven years of progressively responsible experience in monitoring and evaluation, and research in national regional and international organizations,
Demonstrated experience in project planning, monitoring and evaluation in a donor funded project is highly desirable.
Strong experience with data collection, management, analysis and report production.
Experience and capacity in institutionalizing M&E systems and standards.
Key Skills and Competencies:
Excellent analytical and interpersonal skills along with strong organizational ability;
Must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences and provide solid analysis leading to sound decision-making;
High degree of computer literacy and knowledge of common statistical software packages; software applications, relational database systems and web technologies;
Good team working skills and effective networking ability
Excellent training and M&E capacity building skills.
Fluent in English and ability to communicate in French
Working language
English and French are the working languages of IGAD
