Project DescriptionFounded in 1980, Inter Aide France is an international NGO specialized in the implementation of development programs in response to the needs expressed by the most deprived populations.
Inter Aide has been intervening in SNNP region in Ethiopia for almost 30 years with Agriculture, Water Supply and Health programs.
The objectives of Inter Aide agriculture project “developing and protecting mountainous watersheds to improve the resilience of farming families” are to improve the resilience of rural farming families and to preserve the natural resources of mountainous territories of Southern Ethiopia.
Implemented between 2020 and 2024 in about 20 woredas, it mainly focuses on the dissemination of proven practices on soil & water conservation, fodder production, fertility management (legumes associations and green manure introduction) and agroforestry solutions (hedges and trees).
Those activities are implemented in a consistent way to enable a global effect on the preservation of entire watersheds, with the involvement of all relevant community based and institutional actors.
Inter Aide France Agriculture Program is looking for two Monitoring & Evaluation Technicians for its project in SNNPR (Kembata-Tembaro, Hadiya and Wolayta zones):
One Monitoring & Evaluation technician based in Shinshicho (Kembata-Tembaro) with frequent travels on the field in Kembata-Tembaro and Wolayta;
One Monitoring & Evaluation technician based in Hossana (Hadiya) with frequent travels on the field in Hadiya and regular meetings in Shinshicho coordination office
General Objectives
The creation of the Monitoring and Evaluation department, which encompasses 1 manager and 2 technicians, pursues the following goals:
to give consistent proof that anticipated results are achieved,
to provide information to the project coordination team to support decision making,
to allow for enhanced learning both internally (for Inter Aide team) and externally (to all stakeholders of the project).
With those objectives in mind, the Monitoring and Evaluation Technician, under the supervision of the Monitoring and Evaluation Manager, will be responsible for the implementation of the monitoring and evaluation activities of the project in his/her zone of intervention.
Position
The Monitoring and Evaluation Technician will work under the direct supervision of the Monitoring and Evaluation Manager and will have frequent and strong interactions with the operational team.
He/She will be based in his/her zone of intervention coordination office (Shinshicho for Kembata-Tembaro M&E technician and Hossana for Hadiya M&E technician, both with frequent travels on the field and regular coordination meetings in Shinshicho).
Detailed Responsibilities
The M&E technician, under the supervision of the manager will ensure the data collection regarding the targeted watershed and beneficiaries’ characteristics, the project activities and outcomes.
In particular, his/her responsibilities will be to:
Collect, measure, and/or ensure consistency and quality of the project data
Ensure the proper collection of the data collected in all households by the technical supervisors (operational team) from the peer farmers, community based organizations and development agents by giving support,
Conduct in person the measurements in farms and administer in person the surveys addressed to farmers for the sample-based data collection,
Conduct the data quality visits to check the consistency of data.
Report and consolidate findings regularly and comprehensively
Gather, organize
and report all results (survey and measurement based) timely and in a clear and comprehensive way,
Manage a centralization of the relevant information and aggregate data – when relevant, feed the M&E database (access).
Provide technical assistance for the smooth running of reporting & monitoring activities
Identify areas where technical support is required for the farmers, Community Based Organizations, the local government partners and IAF team members,
Support technically the stakeholders in charge of the collection and compilation of data: through focused onsite trainings and demonstrations on the tools used (GPS, surveys, data collection tables…).
Support the preparation of reports, analyses and findings
Ensure a clear presentation and restitution of his/her results,
Share analysis or assumptions made on site,
Support the preparation of reports to the attention of the M&E unit and/or the local coordination team,
Support project progress reporting.
Respect IAF internal Rules
As IAF team member, the M&E Technician represents IAF and as such should have a positive and decent behavior toward all actors he/she might encounter during his/her duties (All IAF staff, Communities, Government officials…).
As a minimum, he/she should respect IAF working hours: 2h30 to 6h30 & 7h30 to 11h30 (Ethiopian time), from Monday to Friday.
The M&E Technician is expected to take his/her responsibilities fully and to report any difficulty or need to his/her superior.
He/she might be required to fulfil all other task given by its superior even if not mentioned in the present job description.
Job Requirements
Education
BSc / BA in relevant field (> 5 years relevant experience required): Agronomy, Agricultural Economics, Development Economics, or Statistics with a sound focus on qualitative and quantitative methods.
Computer literacy
Proficient with Microsoft Office (Word, Excel, PowerPoint) and mailbox, knowledge on Geographical Information software and Access database would be a plus
Language
Excellent written and spoken command of English and Amharic, as well as fluent Hadiyyisa for the technician based in Hadiya zone and fluent Kembategna for the technician based in Kambata-Tembaro
Other Requirement
valid motorbike driving licensee
Interests, Experience, Knowledge & Skills
Strong inclination towards social and field work
Sound interest in agricultural development and natural resources management
Excellent analytical, synthesis and writing skills
Experience in providing technical assistance and training
Capacity to adapt communication and presentations to a broad range of targets
Strong organizational skills, ability to work autonomously
Previous experience in the agriculture sector and/or in an NGO will be highly appreciated
