Kenya is the largest economy in East Africa and has for many years been the economic and
democratic stronghold amongst conflict and poverty ridden neighbours. However, electoral
violence, corruption and a lack of accountability have undermined the Government’s ability to ensure inclusive growth and service delivery.

Kenya’s Vision 2030 and the Sustainable
Development Goals (SDGs) are ambitious, but success is possible where reforms are wellgrounded in political and economic realities, sequenced and focused on improving tangible services to citizens.

To achieve more inclusive and accountable governance, and ensure effective poverty reduction and better public services, Kenya requires credible and nonviolent elections, stronger performance and interaction of formal oversight institutions, and citizens and a civil society that mobilise for improved responsiveness and accountability of officials.

DFID has designed the Deepening Democracy Programme (DDP) to support formal HRO-117 accountability institutions, civil society organisations and other accountability mechanisms to contribute to this change.

Scope of work:

The Monitoring & Evaluation (M&E) Officer will be a key point of contact, support and
guidance on M&E for DDP’s grantees. He/she will help meet any capacity building needs
these grantees may have in M&E; in particular, he/she will also be responsible for ensuring
that selected grantees are capable of project results-capture.

The M&E Officer will coordinate closely with the M&E and Learning Officer, the Grants Managers, the Communications and M&E Specialist, and any other DDP technical staff, to ensure that DDP is providing coherent, coordinated M&E guidance and support to its grantees.

The M&E Officer will help implement DDP’s Monitoring Approach, ensuring that monitoring data is accessible and digestible to other DDP team members. He/she will report directly to the Monitoring, Evaluation, Adaptation, and Learning Director.

The M&E Officer will be based in
the Nairobi office, with 30% travel to programme implementation sites in other counties in Kenya

Terms of Reference:

Results-based Monitoring & Evaluation

  • Review, validate, and analyse the incoming results data from grantees.
  • Perform DDP grantee and programme results-data entry into knowledge management system.
  • Support any verifications (i.e. data quality assessments) of reported output-level
    results.
  • Review grantees’ indicator-related processes and provide written and verbal
    feedback on quality of their indicator reporting, especially for adaptive and qualitative
    indicators.

    Delivery-focused capacity development of grantees

  • Review and provide feedback on applicant logframes during the proposal development phase
    and, for successful organisations, revising the logframe during Inception.
  • Support grantees in development of M&E systems and results reporting processes
    and systems, providing clear guidance on how to improve their results capture and
    reporting, indicator development, data collection, data analysis and storage.
  • Mentor selected DDP grantees in monitoring and evaluation.
  • Support the capacity development of DDP grant managers on M&E-related issues.

    Reporting

  • Help compile, validate, analyse, and present all DDP logframe-related data for
    quarterly and annual reporting, as well as the DFID Annual Review.
  • Compile narratives around DDP’s key achievements for the quarterly and annual
    reports, as well as the Annual Review.

    Deliverables:

  • Up-to-date information on all of information and data in the DDP Knowledge
    Management system (KMS).
  • Quarterly analysis and verification of logframe results reported by grantees.
  • Monitoring visits, reports, follow-up with grantees.
  • Grantee performance analysis, if required.
  • DDP results reports to DFID (quarterly, annually).
  • Data collection and analysis for DDP Annual Reviews.

    Experience, Education and Competencies:

  • Must have at least 5 years of experience in coordinating and implementing M&E for
    DFID (or other major donors) funded programmes, including practical experience
    setting up and managing M&E systems for those projects.
  • Bachelors degree or its international equivalent in social science, international
    development or a related field.
  • Strong English writing skills required, as well as English fluency generally.
  • Proven ability to design M&E methodologies, monitoring plans, results frameworks,
    as well as ability to quality-assure quantitative and qualitative data collection
    methodologies and tools.
  • Working knowledge of Kenya’s governance sector.
  • Strong diagnostic, analytical, and communication skills.
  • Must be a proactive trouble-shooter, planner, and communicator.
  • Computer proficiency in word processing, databases, spreadsheets.
  • Strong interpersonal skills, initiative, and good judgment.
