Project BackgroundIntegrity Global, in partnership with Management Systems International (MSI) and with leading research and data collection firms in Somalia, will establish a third-party monitoring system to collect data that verifies partner reported outputs and selected outcomes.
It will deduce lessons learned from humanitarian programs in Somalia funded by the USAID Bureau of Humanitarian Assistance (BHA)/Somalia.
The overall goal of SMLP-2 is to increase BHA/Somalia’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Somalia. This increased access to data will allow BHA/Somalia to make more evidence-based program design, implementation, and strategy decisions.
Scope of WorkThe Mogadishu Coordinator will work with our Data Collection and Research Partners to deliver the fieldwork for third-party monitoring (TPM) of USAID/Bureau for Humanitarian Assistance (BHA) activities in Somalia under the Somalia Monitoring Learning Project (SMLP-2).
They will be responsible for ensuring the timely planning of TPM site visits, engaging BHA’s implementing partners (IP), and preparing background information on the activities, components and programs. They will coordinate all field mobilization, triangulating updates and progress reports from each field team.
Reporting to the Senior Monitoring Advisor, the Mogadishu Coordinator will also work closely with the Monitoring Advisor, and the Security Operations Officer to ensure operational protocols are followed and that potential risks are duly mitigated.
Terms of ReferenceData Collection and Quality AssuranceResponsible for managing data collection and data verification activities in Somalia.
Coordinate field operations, including the implementation of site visits and data collection in partnership with the Data Collection and Research partners.
Oversee Data Collection and Research partners’ compliance in implementation of site visits and provide
onsite coaching and mentoring of field monitors.
Conduct limited data collection using interview guides, focus group discussions or beneficiary telephone or face-to-face surveys, as needed and requested by the Senior Monitoring Advisor.
Provide initial quality assurance/review for all site visits, seeking clarifications on key information needs.
Engage data collection and research teams to review training requirements, identify training needs, and develop training materials with the Monitoring Advisor and Monitoring Analyst; then organize and participate in training workshops to address technical competencies or thematic understanding.
Support field-level data collection activities for IP Data Quality Assessments (DQA).
Ensure accurate data is submitted on time and according to requirements.
Security and Incident tracking
Continuously monitor contextual developments in SMLP-2 target geographies.
Advise the project’s security and operations focal points of the security conditions in the areas of operations.
Escalate and coordinate incident responses, acting as the focal point between program operations staff in Nairobi and Somalia-based monitoring teams.
Stakeholder Engagement
Interface with project’s Somali partners, enhancing communication and troubleshooting problems as they arise.
Serve as point of contact for USAID/BHA and project visitors to Mogadishu International Airport.
Create and maintain a pool of Somali expert short-term technical assistance (STTA) in Mogadishu (sectoral experts, facilitators, engineers, IT experts, etc.) and interface with these experts.
Your Education and Experience
The Mogadishu Coordinator must have:
A Bachelor’s degree in international affairs/development, social science or any other related field. A Master’s degree is an asset.
Minimum 3 years of experience working in a humanitarian context (or relevant) programming.
Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.
Demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
Exceptional organizational skills, attention to detail and follow through.
Experience working with data collection software such as Kobo Toolbox or SurveyCTO preferred.
Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.
Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.
Required Interpersonal Skills
Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.
Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.

Strong communication skills, including note-taking for meetings.
High professional standards for evaluation data and reporting.
Accustomed to teamwork and able to sustain positive and frequent communications for a remotely managed monitoring team in a challenging, high-risk environment.
Ability to work independently where necessary.
Works well in a diverse team.
Languages
Written and oral fluency in English, with the ability to write clear and compelling narrative.
Fluency in Somali language strongly preferred.
