The ISS is looking for a Programme Officer to manage the administrative, financial and reporting functions of the AFI programme. AFI consists of five persons and has an annual budget of around R9 million. The programme works across the continent.
The officer will also support the Programme Head by coordinating the execution of all activities in adherence with the ISS’s policies and procedures. See video here for an overview of the work of AFI.
Applicants must be highly organised, professional and proactive; be good at problem solving; have a high level of emotional intelligence; and excellent verbal and written communications skills. The successful candidate will report to the Programme Head who is the former executive director of the ISS and the Chairperson of the ISS Board of Trustees.
Overview of duties
Effective financial administration of the programme and project budgets, including budget preparation, monitoring of expenditure, cash-flow forecasts, monitoring of exchange rates, approvals and preparation of financial reports
Plan, prepare and execute all logistical arrangements relating to the activities of the programme including: event coordination; international travel arrangements; planning, monitoring and evaluation; and support to programme staff, interns and consultants
Create and maintain positive, professional and trusting working relationships with ISS colleagues as well as external partners, senior government officials, donors and other partners
Prepare consolidated narrative and financial reports for internal and external reporting
General programme organisation and administration,
minute-taking, accurate record keeping of the programme’s documents and files, and responding to mails on behalf of the programme
Effective planning, coordination and execution of the ISS Board of Trustees’ meetings, and minute-taking
Assist in the design and implementation of programme administration systems and procedures in line with the requirements of ISS policy
Overview of requirements
BComm degree or equivalent or a diploma in business or financial administration
A qualification in project management will be advantageous
At least 5 years’ experience as a project/programme administrator or coordinator
At least 8 years’ experience at an executive administrative level
Experience working with external partners, and liaison with senior government officials, donors and other partners
Good knowledge of the diplomatic community will be an advantage
Knowledge and understanding of results-based management and reporting
Excellent understanding of programme and financial administration
Experience in grants management and reporting will be desirable
Superior project management and coordination skills
Exceptional skills in external liaison, planning and organising events and the ability to multi-task
Strong financial skills relating to budgeting, expenditure monitoring and reporting
Skilled and competent in using Microsoft packages including: MSWord, Advanced Excel, PowerPoint, Outlook and Internet
The length of the contract will be three years, and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.
