Innovations for Poverty Action Research Associate, Community Policing Project Jobs in Uganda
IPA seeks a qualified applicant for the position of Research Associate in Uganda. The project is led by Rob Blair, Brown University, Guy Grossman, University of Pennsylvania as well as Benjamin Kachero, Office of Prime Minister Uganda.
Responsibilities
Data collection: The RA will take a lead role in designing and implementing all data collection activities.
These include organizing focus group discussions, piloting survey instruments, programing surveys into hand-held devices, and training and supervising survey enumerators.
Data management.
Permissions: The RA will assist with development of material for IRB approvals and research permits from the Uganda National Council for Science and Technology (UNCST), as needed.
Budgets: The RA will track expenses to ensure they align with the evaluation budget.
Liaison work. Together with Benjamin Kachero, the RA will act as a liaison between the research team and the UPF officers responsible for implementing the community policing program.
This role will require projecting authority, respect, and intellectual seriousness in all interactions with UPF.
The RA will be responsible for emailing the PIs every 2-3 days, and will prepare an agenda and initiate a phone/Skype talk with the PIs on a regular basis.
In addition, the RA will report immediately whenever a major issue/event occurs.
Support to partners.
The RA will help ensure that UPF adheres to the research protocol.
This role will require operating with considerable sensitivity, as well as establishing trust with and respect from our partners.
In particular, the RA will help track UPF’s compliance with some of the commitments it made to the research team:
Using lottery to select villages to treatment or control status
Maintaining the distinction between treatment and control until after the study period
Ensuring that the community policing model is actually implemented “on the ground”
Qualifications
Hold a bachelor's degree in economics, political science, cognitive sciences, public policy, or related field is required, Masters preferred.
Coursework in statistics is a big plus.
Possess excellent management and organization skills, along with keen attention to details
Have advanced proficiency using data management software (Stata or R, and ideally both).
Be interested in local political, economic, and social development issues.
Be willing to travel extensively in the field.
Have excellent communication skills in English.
Demonstrated ability to manage high-level relationships with partner organizations
Be able to work effectively independently and as part of a team.
Have excellent attention to detail, a strong work ethic, and a high level of comfort leading people.
Be able to command respect not just from the research team, but from the UPF and other local partners as well.

Responsibilities
Throughout the timeframe of this position, the RA will be expected to work full-time on the research project.
The major roles and responsibilities of the RA are expected to consist of:
Data collection: The RA will take a lead role in designing and implementing all data collection activities.
These include organizing focus group discussions, piloting survey instruments, programing surveys into hand-held devices, and training and supervising survey enumerators.
Data management.
The RA will take a lead role in cleaning original survey data and preparing fully labeled datasets for analysis. The RA will also be responsible for assembling information from official sources (e.g. Postbank customer information) and CARE’s respondent data.
Permissions: The RA will assist with development of material for IRB approvals and research permits from the Uganda National Council for Science and Technology (UNCST), as needed.
Qualifications
Hold a bachelor's degree in economics, political science, cognitive sciences, public policy, or related field is required, Masters preferred. Coursework in statistics is a big plus.

Innovations for Poverty Action Research Manager, Jobs in Uganda
IPA Uganda is seeking a Research Manager to oversee a growing portfolio of research projects in the country. The Research Manager will have oversight over an existing portfolio of public health studies, including a maternal health program and an immunization intervention, and financial inclusion studies
Responsibilities
Keep the Country Director apprised of all developments on the projects in his/her portfolio, and serve as key link between the field office, project staff, donors, and principal investigators;
Ensure adherence to research design, study protocols, ethical guidelines as well as IPA’s guidelines and best practices regarding data management and quality;
Oversee project financial management, including creation and monitoring of project budgets, and ensure smooth integration of projects into IPA financial systems;
Work with field office staff to ensure sound human resource and operational management of projects;
Lead training on data management and general project management for new/incoming project research staff;
Qualifications
Master’s Degree in a quantitative social science, such as economics, statistics, public policy, public health or education policy
At least 2 years of successful research experience, preferably in a developing country
Experience supervising data collection, teams of field workers, survey design and implementation and data management.
Background in randomized control trials is strongly preferred
Superior knowledge of programming (Stata) and digital data collection platforms (preference for Open Data Kit, Survey CTO) is required
