Background

The Nigeria INGO Forum a was formed in 2014 to develop a collaborative platform for effective and principled INGO interaction, engagement and coordination for humanitarian, recovery and development interventions in Nigeria.

Since inception, the INGO Forum has become a critical platform for ensuring effective information sharing and analysis; leadership on advocacy and policy engagement; and liaison with government/donor/UN ensuring the perspectives of INGOs and affected populations are ultimately included in decision-making processes.

The INGO Forum is governed by a core membership of 54 members (and 7 observers) with new member applications pending approval on a regular basis,

The INGO Forum is governed by an elected Steering Committee of five Country Directors and a Chair that works alongside a full-term Secretariat. Since November 2020, the INGO Forum is administratively hosted by iMMAP.

Description of Duties

The Access Advisor will coordinate efforts of INGOs operating mainly in North-East Nigeria to improve humanitarian access to conflict-affected communities. They will work to contribute to increasing awareness among the humanitarian leadership and community around access issues and identifying solutions to reach those in need.

They will also co-lead the Access Working Group alongside OCHA. This role will support access-related work in North-West Nigeria. This position reports to the Deputy Director of the Nigeria INGO Forum.

Responsibilities

Coordination

  • Co-chair the Access Working Group (AWG) together with OCHA according to the AWG’s ToR.

  • Increase awareness and provide recommendations to the HCT and humanitarian leadership as advised by the Forum director on key access constraints.

  • Design, roll out and coordinate a plan for field-level coordination with relevant stakeholders, including engagement with influencing actors as well as among humanitarian actors.

  • Map existing access initiatives and ensure that linkages between different access initiatives are established and maintained.

  • Facilitate structured and effective information exchange both between INGO partners, and with external partners (NNGOs, UN, Government, International community, etc).

  • Undertake regular visits to the deep field when situation permits.

  • Help organize and facilitate workshops and other capacity development, as necessary.

  • Supports access coordination in the North-West of the country where NIF is co-leading the coordination structure.

    Monitoring and Analysis

  • Design and roll-out tools that facilitate the mapping, monitoring and reporting of access constraints and incidents to inform analysis and advocacy.

  • Ensure continuous and effective monitoring of access constraints in North-East Nigeria.

  • Lead prioritization and analysis of access-related information from relevant stakeholders including patterns and trends through the
    joint production of monthly information and quarterly trends reports.

  • Collaborate closely with key actors and data analysis units on access issues that require monitoring and analysis.

  • Identify opportunities for strengthening access measures, as well as opportunities for promoting community acceptance and accountability to the affected population.

  • Initiate discussions around access challenges and constraints in the NW and develop necessary tools where feasible in close coordination with the NIF NW coordinator.

    Advocacy

  • Draft and design AWG and access related updates, policy briefs, and other similar materials.

  • Promote solutions to address access constraints identified by the AWG and INGOs, and support relevant advocacy efforts.

  • Stay informed on political, humanitarian and security contexts, while providing structured updates to the INGO Forum as it relates to Access regionally and nationally.

  • Effectively promote the application of IHL and the operationalisation of humanitarian principles in the humanitarian response in Nigeria.

  • Ensure attention to protection issues and that safe programming considerations are integrated in access-related discussion

  • Promote the rights of affected communities in line with the advocacy strategy

  • Represent NIF and INGOs’ best interest in CMCOORD meetings and engagements, in close collaboration with the Deputy Director.

    Management

  • Manage the access officer.

  • Ensure compliance with security procedures and policies as determined by country leadership.

    Requirements

    Generic Professional Competencies:

  • Experience working on humanitarian access in complex and volatile settings

  • Experience working in coordination, preferable

  • Fluency in English, both written and verbal

    Context/ Specific Skills, Knowledge and Experience:

  • University degree. Master’s degree, preferable.

  • Five years cognate experience working with INGOs or UN agencies.

  • Minimum 2 years working in a role covering humanitarian access in complex settings.

  • Knowledge of the humanitarian coordination system and the mandates of the actors involved.

  • Knowledge of international legal frameworks.

  • Basic data analytical and interpretation skills.

  • Commitment to international humanitarian standards and principles.

  • Ability to work independently in a fast-paced and often demanding environment.

  • Exceptional interpersonal skills and ability to work within a diverse team.
