iMMAP Information Management Officer Jobs in Ethiopia
Background The military conflict in the Tigray region, which began in November 2020, has caused additional forced displacement and increased humanitarian needs in Tigray and in other parts of the country. Since the beginning of the conflict, humanitarian actors have faced strong difficulties in conducting on the ground assessments of the humanitarian needs due to the lack of access and communication blackout. Alternative ways for assessing have been explored and different actors have already positioned themselves to provide those services. Since the end of December 2020, access is being slowly permitted and telephone lines are beginning to be restored in some areas. Therefore, actors are starting to conduct their own assessments. Nevertheless, OCHA and other clusters consider that many needs are still not addressed: for example, there are still information gaps on specific thematics or specific areas that are not covered by the existing assessment initiatives. Additionally, some actors implicated in some joint assessments or conducting their own assessments don’t always have the capacity to manage the data in a qualitative way and would need support for cleaning, managing, analyzing and visualizing the data. Through this project, iMMAP proposes to fill the information gaps and provide the needed technical support in order to meet the needs shared by the implicated actors.
In this framework, iMMAP is searching for an Information Management Officer (International) to be part of the project team. The position is home-based.
Presentation
Operational
Proactively gather information from sector partners, government authorities which may be of use to the sector for informing decisions;
Identify information management gaps, Map assistance coverage in specified area, analyse and report the potential gaps;
Identify barriers for information collection, collation, analysis and sharing;
Ensure timely preparation and generation of information products, and support on information sharing and dissemination;
Create and/or adapt appropriate IM tools. As appropriate, design of data collection forms, ensuring that the purpose and use of all data collected is clear, collectable and easily collectable, highlighting where potential problems might arise; organise and manage the data input and initial analysis and presentation of data for the sector;
Develop standard formats for, and regular output of publication of materials and statistics;
Facilitate
mobile data collection, form development and data management;
Generate statistical reports, graphs, maps and follow up on cluster specific trends;
Manage, analyse, document data and information from other partners;
Produce, share maps illustrating scale/coverage of assistance;
Record, document and share coordination meeting minutes;
Coordinate the implementation of remote data collection exercises in support to the humanitarian community;
Maintain data bases, provide data entry if required;
Establish and maintain filing and documentation system accessible for humanitarian partners working in the area.
Requirements
Education
Bachelors or master's degree in international development studies preferred but not required; as Geographic Information Systems, Cartography, Information Management Sciences or relevant humanitarian experience.
Experience
Minimum of 7 years’ experience in programme management required; or equivalent combination of education and experience;
A minimum of 6 years of work experience in the humanitarian sector is required;
Previous working experience in the humanitarian sector in Ethiopia is an asset;
Experience in data collection, secondary data analysis and situational reporting;
Experience in working in remote data collection contexts.
Soft skills
Strong analytical skills, and apt at turning abstract discussions into concrete ideas;
Proven and well-developed influencing and relationship-building skills in dealing with stakeholders at all levels;
Demonstrable highly developed written and oral communication skills;
Ability to develop and carry out work plans and solve problems independently;
Ability to perform well on tight deadlines, flexible attitude;
Excellent written and spoken English;
Demonstrable highly developed written and oral communication skills;
Knowledge of the humanitarian ecosystem and coordination mechanism is essential;
Knowledge if the humanitarian cluster system and the HNO and HRP processes;
Knowledge of multi-sector assessments and assessment frameworks;
Knowledge of mobile data collection applications, systems, tools and processes;
Strong skills in data visualisation and development of web based dashboards;
Knowledge of the Inter Agency IM Coordination structures;
Knowledge of the DEEP platform is an asset.
Software
**Knowledge of Microsoft Office package with strong skills in Excel is mandatory;
Knowledge of The DEEP platform and Premise are added values;
Strong Knowledge of KoBo and/or ODK is mandatory;
Strong Knowledge of Adobe Illustrator is mandatory;
Strong Knowledge of QGIS and/or ESRI Solutions is mandatory.
