Deputy Chief of Party (DCOP): Subaward Management, Risk, and Compliance

IMA World Health (IMA), a non-profit, faith-based organization, offers extensive expertise in health systems strengthening as well as neglected tropical diseases, malaria, HIV, non- communicable diseases, and sexual and gender based violence prevention programs in some of the most challenging and post-conflict settings throughout Africa, Asia, and the Caribbean.

IMA is seeking a DCOP for the anticipated five-year USAID/PEPFAR HIV/AIDS program to be implemented in Uganda. The USAID-funded Local Service Delivery Activity will deliver sustainable, comprehensive, quality HIV/AIDS prevention, care and treatment services through local private sector partners including faith-based health facilities and civil society organizations.

The activity will enhance the technical and institutional capacity of local organizations to contribute to the attainment of PEPFAR's 95-95-95 goals and achieve and maintain epidemic control.

IMA is partnering with a leading faith-based NGO which supports a network of nearly 300 health facilities in Uganda on this opportunity.

In support of the Chief of Party (COP), the DCOP will be responsible for and serve as primary coordinator for all risk, compliance, and sub-grant management associated with this project.

S/he will liaise regularly with key stakeholders representing the program, including assigned USAID in-country technical advisors and other staff, relevant Ministry stakeholders, and civil society networks. This position reports directly to the COP and is contingent upon receipt of funding.

Key Roles and Responsibilities

Overall Program Management

  • Coordinate with the COP in providing programmatic leadership and overseeing the strategic planning of activities in support of the program goals and objectives.
  • Advise on implementation and design of capacity building activities in the fields of finance, compliance, and subgrant management to sustain local ownership.
  • Ensure technical compliance with USAID rules and regulations.
  • Develop, update and follow up on the risk matrix for an improved control environment and reduce exposure.
  • Work closely with other project staff, across all implementing organizations to ensure effective, timely and coordinated project implementation.
  • S/he will assume the responsibilities of the COP in the absence of the COP.

    General Financial Management

  • Design and implement systems and procedures following organizational standards adapted to handle specific country constraints and conditions, yet ensuring effective internal controls and minimizing risks.
  • Provide training and/or guidance to staff on organizational policies, procedures and requirements; donor guidelines, procedures and requirements; rules and
    regulations.

    Sub-award Management

  • Provide oversight of sub-award management, close out, termination, etc.
  • Provide timely technical support to the Grants and Contracts teams to design, develop, and adapt policies, guidelines and criteria for the management of sub-recipient and subcontractor financing.
  • Oversight of and coordination with the grants unit as well as training/mentoring of staff where necessary in the financial management of the program's grant agreements with local NGOs.
  • Supervise and/or carry out regular site visits to audit partner compliance with sub award agreements, financial reporting, and internal controls and recommend improvements as needed.
  • Support financial management of sub-grants including processing of advances/liquidations, conducting monitoring/compliance visits and close-out procedures.
  • Train and coach finance and grants staff to provide technical assistance in financial management, subcontract administration and compliance to local NGOs/sub-grantees
  • Coordinate with other Departments for training/mentoring of sub-grantees where necessary in the administration of the program's sub-agreements with partners.

    Budgeting and Financial Planning

  • Work with the Finance & Administration Director on budget preparation, processes, and management in conjunction with the relevant program managers, including the development and review of relevant standard costs and scales for the program.

    Compliance Functions

  • Work with the COP, project key personnel, and IMA HQ to develop a targeted, risk-based, and coherent annual compliance review plan, disseminates the plan to management and core operations teams and ensures strict adherence/implementation of the plan within the stipulated timelines.
  • Serve as an expert on applicable policies, procedures, rules, and regulations. Provide expert advice and timely guidance/analysis on USAID rules and regulations, applicable contract clauses, etc.
  • Perform any other relevant duties as assigned by the COP.

    Required qualifications include:

  • Bachelor's degree (or related equivalent), plus a minimum of 10 years of experience 7 years of which must be in management with progressive responsibilities, in developing countries (of which some experience should be in East Africa); Master's degree is preferred.
  • Demonstrated experience in financial regulations, policies, and practices of comparable USG or other international programs funded by other donors.
  • Strong financial and operational management experience with proven management skills.
  • Knowledge of USAID contracts, policies, procedures, and regulations. A minimum of 5 years of comprehensive experience in managing and implementing USAID contracts and projects is preferred.
  • Prior working experience in Uganda preferred.
