The International Livestock Research Institute (ILRI) seeks to recruit a Research Officer – Climate-Smart Agriculture Policy Specialist to support issues of policy and enabling environment for climate smart agriculture in East Africa.
The specialist will work in collaboration with other members of the CSA project team, which includes staff from all project partners contributing expertise to the implementation of this project.
ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world.
Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa.
The position;
Farmers, crop traders and consumers in east Africa are affected by climate variability and change, with negative impacts on livelihoods and food security.
To address this challenge, a new project funded by the Dutch Government on Climate-Smart Agriculture will be implemented in Kenya, Tanzania and Uganda.
The project is implemented by the CGIAR research program Climate Change, Agriculture and Food Security in East Africa (CCAFS EA) that is hosted by the International Livestock Research Institute (ILRI), in cooperation with SNV Netherlands Development Organization, Wageningen University and Research, Agriterra and Rabo Partnership.
The project will provide an opportunity to farmers to adapt their farming activities and minimize the negative effects of climate change by adopting smart sustainable intensification practices in arable farming, thereby contributing to increased availability of safe and affordable food for the growing population. It will promote market driven adoption and scaling of inclusive climate-smart business developments that will enhance climate resilience throughout agricultural value chains.
The project interventions will be at the levels of farming systems, selected commodity value chains, agro-industries, and the wider institutional environment.
Sound inclusive business cases for climate smart food production and climate-proof agribusiness development are the main ways of undertaking the activities.
Responsibilities
Work on identification of key issues constraining starting-up or doing business in the different agri-food chains and sub sectors in East Africa (primarily in Kenya, Tanzania and Uganda), and the implications for climate smart agriculture and food systems in these countries with focus on value chain approach;
Analyse of barriers to adoption and scaling of CSA technologies and inclusive business cases, including gender and youth implications;
Identifying country specific enabling environment factors, and determine influencing strategies, including cross-border linkages/factors in targeted East Africa;
Lead policy dialogue engagements on climate smart agriculture service provision to farmers, agribusiness small- and medium-sized enterprises (SMEs);
Facilitate national and regional policy dialogue and events on climate smart investments to create awareness of CSA, climate risks and solutions among policy makers and key food chain actors;
Design and conduct detailed gap analysis on the potential for roll-out of climate information services, agro-advisories and other innovative CSA technologies and practices, including best practices for relevant crops in Kenya, Tanzania and Uganda;
Promote evidence-based
policy and advocacy by private sector bodies, representative farmer organisations and cooperatives, and up-stream small- and medium-sized agro-businesses enterprises (SMEs) targeted at relevant policy-making bodies at national and regional levels;
Work on the provision of policy advice and influence on CSA scaling and investments, including documentation of business cases, using the FACTS methodology for cooperative advocacy and policy influencing in East Africa;
Support capacity building of national and regional agricultural extension services to improve climate-smartness of their extension curricula;
Document tested best policy practices developed throughout the project lifespan, prepare reports, develop advocacy and implementation strategy and contribute to scaled dissemination in targeted east African countries.
Requirements
Masters degree in agricultural sciences, agricultural economics, agricultural extension or related discipline with strong background in sustainable agricultural systems, food security, climate change and research;
Significant expertise (5+ years) in agriculture, food security, climate change policy development and promoting policy-related enabling factors;
Knowledge of the agricultural and food security policy environment in East Africa with a focus on Kenya, Tanzania and Uganda, with significant expertise in supporting government institutions in operationalisation of agricultural plans and policies;
Ability to document research work and draft working papers, policy briefs and info notes;
Excellent writing, reporting, and communication skills in English, working knowledge Kiswahili will be an advantage.
Terms of Appointment
This is a Nationally Recruited Staff (NRS) position based at ILRI’s Nairobi campus. It is open to Kenyan nationals only. The position is on a 3-year contract, renewable subject to satisfactory performance and availability of funding.
Job Level
This position is job level 3B, level 3, and ILRI offers a competitive salary and benefits package which includes; pension, medical and other insurances for ILRI’s Nationally
