The international Livestock Research Institute (ILRI) seeks to recruit a People & Organizational Development Officer to support with the implementation of compensation and benefits programs, policies, and interventions that result in competitive levels of pay, reward to all employees consistently and in line with P&OD and ILRI Strategy.
ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 11 CGIAR research centres dedicated entirely to animal agriculture research for the developing world.
Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org
Key ResponsibilitiesStaff files management – Open staff files for new staff and ensure that the files are updated to reflect the correct status for the staff at all times.
Enroll new staff into the payroll and allocate payroll numbers and remove exiting staff from payroll and other benefits.
Liaise with other People & Organizational Development staff to ensure that new staff are properly inducted on compensation and benefits matters.
Maintain the medical insurance scheme for the nationally recruited staff by ensuring staff and dependent’s records and membership lists are up-to-date.
Support staff with issues such as advise on medical benefits, management of the catastrophic fund, admissions into hospitals, referrals, annual wellness checks, recovery for medical excesses.
Prepare payments for renewal premiums for medical insurance as well as monthly new addition premiums and advice Finance on recharges.
Management of GLA, GPA/WIBA scheme including updates on new staff and departures and salary changes.
Support with claims for occupational injuries and diseases

Enrol new staff in to the pension scheme, communicate salary changes, recall pension contribution for separating staff; review and distribute pension statements
Process monthly payroll in liaison with Finance, ensuring relevant data (new hires, departures, change of terms, contract extensions, earnings & deductions) is captured in an accurate and timely manner
Liaise with the other People & Organizational Development team members as well as finance to co-ordinate the separation process for all staff who leave ILRI as per our SLA with staff and other partners. Ensure staff receive their severance dues on time.
Temporary staff: manage the benefits and other employment details as well as separation processes upon end of contract
Students: Manage the medical insurance as well as the GLA, GPA/WIBA benefits for our students and fellows.
Institution-wide
events: coordinate annual institutional events such as World AIDS Day, Breast Cancer Month, Medical Camp, financial institutional open days ETC
Organize for member education on Insurance benefits financial management and other relevant sensitizations for staff and ensure performance review meetings for the various providers among others staff activities
Communication: Prepare and send to staff communication briefs on staff health and wellbeing, updates from Insurance, statutory changes, i.e. NSSF, NHIF, etc.
Policies and Procedures: Guide staff on application of P&OD Policies and Procedures related to Compensation and Benefits, Kenya Labour Laws and respond to general HRd queries
Payment requests: prepare payments for insurance debit notes, fund replenishment and employee entitlements such as new-born, marriage and farewell gifts
Introduction letters: prepare introduction letters for staff loans, opening of bank accounts, NSSF, NHIF and other reference letters
Filing: regularly file all documents in respective staff/general folders and files. Take a lead in ensuring that all important staff and HR details are filled accordingly and all P&OD folders are up-to-date.
Reporting: provide regular reports on casual & temporary staff, medical & life insurances, pension, payroll, staff departures in a timely and accurate manner
Perform any other related duties as may be required
Requirements
Bachelors’ degree in Human Resources Management or equivalent
A Post-Graduate/Higher diploma in Human Resources Management
Relevant professional certification
5 years’ experience in Compensation & Benefits administration, of which two years in supervisory positions. Experience in an International Organizational/multi-cultural set-up will be an added advantage
In-depth understanding of local labour laws and compensation and benefits practices
Ability to work well with and within diverse teams
Ability to effectively communicate in English both orally and in writing
Ability to work in a systematic and organized manner with high level of accuracy and attention to detail in composing, typing, and proof-reading materials
Must be able to handle confidential Institute data and employee information with complete discretion
Excellent computer skills
Creativity and proven skills in developing and implementing new models and approaches
Ability to work under pressure and be able to meet tight deadlines with minimum supervision.
